CJEU Finds Hungary Violated EU Law With Anti-LGBTI+ Legislation
The CJEU sitting as the Full Court has ruled that Hungary violated EU law through Law No LXXIX of 2021, which prohibits or restricts access to content portraying or promoting deviation from gender identity or homosexuality, including in audiovisual and advertising sectors. The Court found breaches of the freedom to provide services under the e-Commerce Directive, Services Directive and Audiovisual Media Services Directive; multiple fundamental rights under the EU Charter including the prohibition on discrimination, human dignity, private life, and freedom of expression; and the General Data Protection Regulation. Critically, the Court found, for the first time, a separate and direct infringement of Article 2 TEU, which lists the values on which the Union is founded. The Court held that the stigmatisation of LGBTQ+ persons as being inherently detrimental to minors cannot be justified under any circumstances by the objective of promoting the best interests of the child.

QEX Director Jingjie Xue Banned, $175k Penalty
The Financial Markets Authority (FMA) has obtained Court-ordered civil penalties against QEX Logistics Limited ($875,000) and its founder, director, and CEO Jingjie Xue ($175,000) for failing to prepare and file annual financial statements for several years. Xue has also been banned as a director of any FMC reporting entity for three years. QEX was suspended and then delisted from the NZX for breaches of listing rules and corporate governance requirements. This is the first time the FMA has brought civil proceedings for breaching financial reporting obligations under the Financial Markets Conduct Act 2013.
Wisconsin PSC Opens $10M Energy Innovation Grant Applications
The Public Service Commission of Wisconsin has opened the 2026 Energy Innovation Grant Program (EIGP) with $10 million available for innovative projects that reduce energy usage, increase clean energy technologies, bolster preparedness and resiliency, or incorporate comprehensive energy planning. Applications are due by June 30, 2026, at 1:30 p.m. Eligible Wisconsin entities include manufacturers, cities, villages, towns, counties, K-12 school districts, tribes, municipal utilities, electric cooperatives, University of Wisconsin and Technical College System campuses, public or nonprofit hospitals, and 501(c)(3) nonprofits. A webinar for interested applicants will be held on May 6, 2026, and the PSC notes this may be the final grant round unless additional funding is authorized.
EUR 6,000 Fine for Delayed Directors' Dealings Notification
The Austrian FMA imposed a fine of EUR 6,000 on a management board member of an issuer for failing to make mandatory Directors' dealings notifications within three business days of trades. The individual had exceeded the EUR 20,000 annual threshold for reporting proprietary trading activities but did not notify the FMA or the issuer as required. Proceedings concluded under accelerated procedures pursuant to Article 22 para. 2b of the Financial Market Authority Act, with the penal order for breach of the Market Abuse Regulation (EU) 596/2014 now final.
CFPB Final Rule Amends Regulation B on Disparate Impact, Discouragement, and SPCPs
The Consumer Financial Protection Bureau issued a final rule amending Regulation B, the regulation implementing the Equal Credit Opportunity Act. The rule provides that ECOA does not authorize disparate-impact liability (effects test), further defines discouragement of applicants or prospective applicants, and adds new prohibitions and conditions for special purpose credit programs offered or participated in by for-profit organizations. The rule takes effect July 21, 2026.
Summer EBT 2026 Benefit Levels Adjusted
USDA's Food and Nutrition Service has published the 2026 Summer EBT benefit levels under Section 13A of the Richard B. Russell National School Lunch Act (42 U.S.C. 1762), effective January 1 through December 31, 2026. The adjustment reflects a 0.49% increase in the Thrifty Food Plan for the contiguous 48 states and DC, resulting in monthly benefits remaining at $40 ($120 total summer), while Alaska, Hawaii, and U.S. Territories received higher adjustments ranging from 1.69% to 6.20% based on regional TFP cost differences. Alaska Urban rises to $54/month ($162 summer), Alaska Rural I to $69/month ($207 summer), Alaska Rural II to $84/month ($252 summer), Hawaii to $63/month ($189 summer), and U.S. Territories to $60/month ($180 summer).
