HORIZON SCANNING
See Regulatory Changes Coming Before They Hit
Compliance teams call it horizon scanning. We call it pointing AI at the pages where regulations actually change. Same result: you know what's coming before it becomes law.
Trusted by compliance teams at leading firms
What compliance teams actually need from horizon scanning
Traditional horizon scanning tools index formal publications. Changeflow monitors the web pages where regulations first appear, including the informal guidance, FAQ edits, and agency bulletins that legal databases miss.
- ✓ Track proposed rules, exposure drafts, and consultation papers at the source
- ✓ Monitor state agency websites across all 50 states, not just federal
- ✓ AI filters changes against your compliance brief. You get what matters, nothing else
- ✓ Catch guidance page edits that never make it into Westlaw or LexisNexis
- ✓ OFAC sanctions updates, FinCEN advisories, and FCPA enforcement in your feed within hours
How Changeflow does horizon scanning differently
Any source, any format
Point it at any URL. Government websites, PDF guidance documents, authenticated portals, RSS feeds. No fixed source catalogue. If you can open it in a browser, we can monitor it.
AI filters to your brief
Tell us what you care about in plain English: 'HIPAA privacy rule changes affecting telehealth providers.' Our AI reads every page update and only surfaces what matches your brief.
Catches what databases miss
When agencies were forced to catalog their guidance under EO 13891, they found 73,000+ documents nobody was tracking. That's the content we monitor. The guidance edits, FAQ rewrites, and bulletin posts that never enter Westlaw.
Hours, not days
CUBE uses 250 human reviewers. FiscalNote runs daily batch scrapes. Changeflow checks your sources on your schedule, as often as every 10 minutes. No human bottleneck.
50-state coverage
State AG enforcement, insurance commissioner bulletins, banking department orders, pharmacy board guidance. The state-level regulatory dark matter that no national tool covers systematically.
Feeds your GRC stack
JSON API output plugs into ServiceNow, Archer, LogicGate, or any GRC tool with a webhook. Changeflow handles awareness. Your GRC handles assessment and action.
240+ regulatory sources, monitored and filtered
Changeflow tracks the pages where regulatory changes actually appear first. Not the databases that index them days later. Not the newsletters that summarize them a week later. The source.

What horizon scanning looks like in practice
Sanctions screening updates
Compliance officers at financial institutions
Challenge: OFAC SDN list updates require same-day compliance. Missing an update means processing prohibited transactions
Solution: Monitor OFAC recent actions, SDN list changes, and general licenses. AI filters for your specific sanctions programs and flags new designations immediately.
Outcome: Know about sanctions changes within hours of publication. No more manually checking OFAC every morning.
A financial services compliance team tracks 7 OFAC pages plus FinCEN advisories. They get a filtered daily digest of what changed, with AI summaries explaining the compliance implications.
Multi-state regulatory monitoring
Compliance teams at national companies
Challenge: Tracking regulatory changes across 50 state agencies is impossible manually. Each state publishes on a different website with a different format
Solution: Changeflow monitors all 50 state AG offices, state insurance departments, banking regulators, and health departments. Same infrastructure handles Drupal, SharePoint, WordPress, and custom government sites.
Outcome: One feed for all state-level regulatory activity. No more checking 50 websites every week.
A healthcare compliance officer monitors 18 state health departments and 10 state AG offices from a single Changeflow dashboard, catching enforcement trends weeks before they appear in national publications.
Forward-looking intelligence
Regulatory affairs managers
Challenge: Knowing about a regulation after it's final is too late. You need to track proposed rules, exposure drafts, and consultation papers while you can still influence the outcome
Solution: Monitor rulemaking dockets, Federal Register proposed rules, PCAOB standard-setting projects, IAASB consultations, and agency work plans. AI alerts you to new proposals matching your regulatory scope.
Outcome: Comment on proposed rules during open periods. Brief leadership on regulatory direction before competitors know it's coming.
A pharma regulatory affairs team tracks FDA guidance pipeline pages and CMS rulemaking. They submitted comments on 3 proposed rules in Q1 that would have been missed under their previous manual process.
Automated web intelligence
A URL and brief description of what you care about is all you need.
1 Describe what matters
Tell our AI agent what URLs to monitor and a brief description of what updates you want to be told about. No technical setup or manual configuration required.
2 Let our AI agent track the pages
The platform navigates to pages, checks for updates and uses AI to determine the relevance of the changes. Your personalized feed surfaces only what matters.
"Changeflow is an awesome tool, we've tried all of the alternatives and at last we have found something that just works! We use the chatbot to add multiple pages at a time, so quick and easy."

-
What is regulatory horizon scanning?
Horizon scanning is the practice of systematically monitoring for upcoming regulatory changes that could affect your organization. This includes proposed rules, exposure drafts, consultation papers, enforcement trends, and policy signals. The goal is to anticipate change before it becomes law, giving you time to prepare, comment, or adjust your compliance posture.
-
How is Changeflow different from CUBE or FiscalNote?
CUBE and FiscalNote use editorial teams to curate regulatory content from fixed source catalogues. Changeflow monitors any web page you point it at, using AI to filter changes against your specific brief. This means we catch the state-level agency content, guidance page edits, and authenticated sources that fixed catalogues structurally miss. We're also significantly less expensive: enterprise plans start at $20,000/year vs $50,000-150,000 for incumbents.
-
Can Changeflow monitor authenticated or password-protected sources?
Yes. Changeflow can monitor sources behind logins, including subscription databases, member portals, and password-protected regulatory sites. This is a genuine differentiator. Neither CUBE nor FiscalNote tracks authenticated sources.
-
What regulatory sources does Changeflow already monitor?
We currently track 240+ sources including FDA, SEC, OFAC, FinCEN, DOJ/FCPA, FINRA, CFPB, plus 10 state AGs, 10 state insurance departments, 8 state banking regulators, Federal Register feeds for 27 agencies, UK regulators (FCA, ICO, CMA), EU regulators (EDPB, ESMA, EIOPA, EMA), and Canadian regulators. You can add any additional source with a URL.
-
Does Changeflow replace our GRC tool?
No. Compliance has three steps: Awareness (what changed?), Assessment (does it affect us?), and Action (what do we do?). Changeflow handles step 1. Your GRC tool (ServiceNow, LogicGate, Archer) handles steps 2 and 3. Our API feeds directly into your GRC workflow via webhooks or REST API.
-
How does the AI filtering work?
When you set up a track, you write a plain-English brief describing what you care about. For example: 'Track changes to HIPAA privacy rules that affect telehealth providers.' When the page updates, our AI reads the change, compares it against your brief, and only alerts you if it's relevant. No keyword matching. Semantic understanding.
-
What about state-level regulatory changes?
This is where Changeflow excels. We monitor state attorney general offices, state insurance departments, banking regulators, pharmacy boards, and health departments. All 50 states publish enforcement actions and guidance publicly, but each uses a different website platform. Our generic scraping infrastructure handles Drupal, SharePoint, WordPress, and custom government sites identically.
-
How quickly will I see regulatory changes?
Changeflow checks sources on the schedule you set. For time-sensitive monitoring like OFAC sanctions, you can check every 10 minutes. For slower-moving sources like IAASB standards, daily or weekly checks work fine. There's no human review queue delaying delivery.
