R. v. Ventura Unified School District - IDEA Statute of Limitations
The Ninth Circuit reversed the district court's judgment in this IDEA case, holding that claims for educational services received before 2019 were time-barred. The court held that the IDEA's two-year limitations period under 20 U.S.C. § 1415(f)(3)(C) begins when parents know or should know both the school district's failure to assess and diagnose their child and that the child is being denied FAPE. The panel also vacated the remedial order establishing an educational trust and the order granting a motion to enforce the judgment, remanding for further proceedings as to attorneys' fees.
Register of Overseas Entities and LLPs (Application of Company Law) Amendment Regulations 2026
These Draft Regulations amend three existing instruments: the Register of Overseas Entities (Delivery, Protection and Trust Services) Regulations 2022 (S.I. 2022/870), the Register of Overseas Entities (Protection and Trusts) (Amendment) Regulations 2025 (S.I. 2025/231), and the Limited Liability Partnerships (Application of Companies Act 2006) Regulations 2009 (S.I. 2009/1084). Part 2 removes requirements to provide supporting evidence when applying for suppression of protected information in certain circumstances and introduces a requirement to provide a service address to replace a residential address, subject to two exceptions. Part 3 allows the registrar to disclose trust information that does not relate to a person under eighteen years of age even where the applicant lacks legitimate interest in the information about that minor. Part 4 removes the requirement to provide a service address for registrable persons and registrable relevant legal entities in LLP filings.
CBP Officers Seize RPG Launcher, 21 Rifles, Weapons Parts at DeConcini Crossing
CBP officers at the DeConcini Crossing in Nogales, Arizona seized an RPG launcher tube, 4 rifles, an AK pistol, 16 AK rifles, 24 rifle magazines, 16 rifle stocks, 20 pistol grips, and other weapons parts from a 41-year-old female U.S. citizen on April 19, 2026, as she attempted to depart for Mexico. The items were concealed in a hidden void compartment under the rear seat of a 2016 Lexus IS 200t discovered during secondary inspection. The driver was arrested and federal prosecution was accepted under 18 USC 554 (Smuggling goods from the United States); the three accompanying minors were released to family custody.

EPA Proposes NESHAP Technology Review for Crude Oil and Natural Gas Facilities
The EPA is conducting a technology review of National Emission Standards for Hazardous Air Pollutants (NESHAP) for Crude Oil and Natural Gas Production and Natural Gas Transmission and Storage Facilities under Clean Air Act section 112. The agency is not proposing revisions to existing emission standards but is proposing methanol standards from regulated emission points, two alternative regulatory approaches for previously unregulated emission points (deferral versus new control standards for acid gas removal units, transport vessel loading, storage vessels, and process controllers), changes to the "associated equipment" definition, and minor technical corrections. Public comments close June 22, 2026; a virtual public hearing is scheduled for May 12, 2026 if requested by April 27.

Oregon Korean BBQ Fined $96,985 for Child Labor, Overtime, Tip Pool Violations
The U.S. Department of Labor's Wage and Hour Division investigated Kkoki Korean BBQ in Eugene, Oregon, finding violations of the Fair Labor Standards Act. The employer allowed a 15-year-old employee to work beyond permitted hours on school days, past 9 p.m. during summer, and more than 40 hours weekly. The employer also failed to pay overtime for hours exceeding 40 per week and improperly permitted a manager to participate in the employee tip pool. The employer must pay $58,569 in back wages to 32 workers and $38,416 in civil money penalties for repeated and willful violations.
PwC HK Sets Aside HK$1B for China Evergrande Shareholder Compensation
The SFC has reached a settlement with PwC Hong Kong requiring HK$1 billion in compensation for China Evergrande's independent minority shareholders. The audit firm agreed to set aside funds to be distributed through an independent administrator to investors harmed by materially false financial statements for fiscal years 2019 and 2020, where annual revenue was overstated by up to 69%. Petitioner v. DS – Writ of Mandamus Denied, Custody Documents Stricken

Employers violated the Arbeidstijdenwet (Working Hours Act) by allowing children under 16 to deliver meals, and violated the Wet arbeid vreemdelingen (Foreign Nationals Employment Act). Approximately 40 businesses and 90 employees were inspected; 116 violations were recorded by police with 1 arrest for driving under the influence. Employers face fines for both violations.

Jacob Dylan Huff, 28, of North Charleston, S.C. was arrested on March 25, 2026 on six counts of sexual exploitation of a minor, third degree (§16-15-410), a felony offense. The arrest resulted from a CyberTipline report submitted by the National Center for Missing and Exploited Children (NCMEC) to the South Carolina ICAC Task Force. Multiple law enforcement agencies participated in the investigation including the Charleston County Sheriff's Office, Charleston Police Department, Summerville Police Department, Mount Pleasant Police Department, and Homeland Security Investigations. Each count is punishable by up to 10 years imprisonment. Prosecution will be handled by the Attorney General's Office.
Lexington County Man Arrested on 13 CSAM Charges
South Carolina Attorney General Alan Wilson announced the March 26, 2026 arrest of Richard Channing Shealy, 53, of Lexington County, on 13 charges connected to child sexual exploitation. The case originated when an investigator in the Attorney General's Office identified files shared online and referred the matter to the Lexington County Sheriff's Department. Shealy faces three counts of sexual exploitation of a minor, second degree, and 10 counts of sexual exploitation of a minor, third degree. He was scheduled for a bond hearing the same day at 3:00 p.m. at the Lexington County Detention Center. Prosecution will be handled by the Attorney General's Office.
