HB26-1372 Extends Auraria Higher Education Funding Through July 2027
Limited Gaming Fund Transfers to Other Cash Funds
Colorado HB26-1370 would reduce the annual transfer from the Limited Gaming Fund to the Colorado Travel and Tourism Promotion Fund from $15 million to $14 million beginning in the 2025-26 state fiscal year. The bill also creates a new annual transfer of $1 million from the Limited Gaming Fund to the Museum and Preservation Operations Account within the State Historical Fund. The bill is sponsored by Representative Kyle Brown, Representative Emily Sirota, Senator Jeff Bridges, and Senator Barbara Kirkmeyer.
HB26-1374 - Kinship Care Funding Provisions
Colorado House Bill HB26-1374 eliminates financial assistance, supports, and reimbursement to county departments of human or social services for non-certified kinship care homes. The bill makes kinship foster care reimbursement subject to available appropriations, specifies counties are not required to provide financial assistance for non-certified kinship care homes, and changes annual state reporting focus from non-certified to certified kinship care homes.
COVID Medicaid Enhanced Federal Match Reimbursement Bill
Colorado HB26-1367, sponsored by Representative Brown and Senator Bridges, recreates a provision authorizing the state to retain reimbursement percentages exceeding the standard 50% federal Medicaid match for services provided during the COVID-19 pandemic enhanced federal financial participation period. The bill applies to the Joint Budget Committee and concerns the reconciliation process for pandemic-era Medicaid reimbursements. The provision is repealed upon completion of all reconciliation for services delivered during the enhanced participation period.
Eliminate Limited Gaming Fund Transfer to Higher Education Research Fund
Colorado HB26-1368 proposes to eliminate the annual $2.1 million transfer from the limited gaming fund to the innovative higher education research fund. The Joint Budget Committee sponsored bill would remove the current statutory requirement for the state treasurer to make this transfer. The bill has been introduced and is under consideration in the House Appropriations Committee.
HB26-1366 Enhances State-Directed Payments for Denver Health Physicians
HB26-1366 allows money collected from Colorado's hospital provider fee to be used to maximize reimbursement through state-directed payments for physician services at Denver Health and Hospital Authority. The bill makes a cash fund appropriation to the Department of Health Care Policy and Financing.
HB26-1364 - 2025 Consumer Price Index Calculation
Colorado bill HB26-1364 proposes an alternative method for calculating the 2025 Consumer Price Index (CPI). The Bureau of Labor Statistics (BLS) failed to determine the CPI for October 2025 and calculated the annual CPI using only 11 months, over-weighting the first half of 2025. The bill would instead average the two semi-annual BLS CPI determinations for 2025, giving equal weight to both halves of the year.
Temporarily Reduce General Fund Reserve
Colorado HB26-1363, sponsored by Representatives Brown and Sirota and Senators Amabile and Bridges, proposes temporarily lowering the state's general fund reserve requirement from 15% to 13% for fiscal years 2025-26 and 2026-27. The bill then restores the reserve requirement to 15% for fiscal years 2027-28 and beyond. The Joint Budget Committee bill adjusts current law deductions related to insurance premium tax credits and the University of Northern Colorado's osteopathic medicine program.

SB26-160 Meatpacking Personal Protective Equipment Protections
Colorado Senate Bill SB26-160, introduced April 10, 2026, would establish personal protective equipment requirements for meatpacking workers. The bill is assigned to the Senate Business, Labor, & Technology Committee. If enacted, the bill would create new employer obligations related to providing and requiring use of PPE in meatpacking facilities. The bill is currently under legislative consideration and has not been enacted.
SB26-080 Creates Cradle to Career Grant Program
Colorado Senate Bill SB26-080 proposes creating the Cradle to Career Grant Program within the state Department of Human Services to provide grants promoting coordinated community-based supports and services for economic mobility from poverty. Eligible entities include local governments, education providers, higher education institutions, Indian tribes, and community nonprofits. Grant recipients must submit economic mobility needs assessments and annual performance reports.
