Don Durgin to take the helm of ITD District 5 in southeast Idaho.

This morning the Idaho Transportation Department announced that Don Durgin will serve as the next district engineer for Southeast Idaho. As the district engineer, Durgin will be responsible for planning, design, construction, and operations in Bingham, Bannock, Power, Caribou, Franklin, Oneida, and Bear Lake Counties.

Durgin started with ITD in 2025 as an engineer manager. Prior to ITD he worked for Quiddity Engineering in Bellaire, Texas, where he collaborated with statewide teams to ensure the right resources were assigned to jobs in order to deliver a quality product on time.

“I appreciate this opportunity to serve the people of Southeast Idaho and our team members in District 5,” said Durgin, “We remain committed to prioritizing safety to ensure the well-being and secure return of every individual. I love our vision of ‘Enhancing the quality of life through transportation’ and that the programs and initiatives are already in place to prioritize safety, mobility, and economic opportunity. There are wonderful people working in the region with a great track record. We will continue to build on this solid foundation and aim to keep up these standards for our state and our communities.”

Durgin replaces Todd Hubbard, who was in the role since 2019, and was promoted in March to Chief Operations Officer, a statewide role that oversees district engineers across the state.

“Don brings a strong management background and will be an effective leader for the district,” said Chief Operations Officer Todd Hubbard. “He’s professional, approachable, and committed to ITD’s core goals. His focus on safety, creating a positive workplace, innovation, purposeful investment, and community outreach makes him a great fit for the D5 District Engineer role. I’m excited to see him step into this new position.”

Durgin’s promotion is effective on April 27. He is based out of the Pocatello office at 5151 South 5th Avenue.
