FAA Supersedes AD 2025-22-02: H-Stab Anti-Yaw Steady Fitting Block Bolt Checks and Replacement Required for Regional Jet Fleet
The FAA has issued a final Airworthiness Directive (AD 2026-08-02) superseding AD 2025-22-02 for MHI RJ Aviation ULC regional jet models. The AD continues the existing requirement for repetitive torque checks of the horizontal stabilizer (H-stab) anti-yaw steady fitting block bolts and adds a new requirement to replace the H-stab anti-yaw steady fitting block hardware. The unsafe condition—loose or missing bolts that combined with bird strike or gust loading may result in loss of the H-stab and loss of airplane control—affects 597 U.S.-registered airplanes. Compliance costs are estimated at up to $510 per product for retained actions and $622 per product for new actions.
DOE Stays Fossil Fuel Restrictions for Federal Buildings Until September 1, 2026
The Department of Energy is further staying the compliance date for the Clean Energy for New Federal Buildings and Major Renovations (CER) provisions in 10 CFR part 433, subpart B, and 10 CFR part 435, subpart B until September 1, 2026. This stay extends the prior delay published May 5, 2025, while DOE reviews implementation guidance for consistency with current Administration energy policies. Federal agencies are not required to comply with the energy performance standards during this extended stay period.
FAA Establishes Summer 2026 Scheduling Limits at Chicago O'Hare International Airport

The rule maintains existing accountability measures requiring the fishery to close for the remainder of the fishing year if the ACL is reached, and a reduction in the following year's ACL if it is exceeded.
FCC Report and Order Reduces Network Upgrade Barriers by Streamlining Filing Requirements
The FCC adopted a Report and Order (FCC 26-19) eliminating all filing requirements for network change disclosures under its network change disclosure rules while preserving public notice obligations through industry fora, publications, or carriers' websites. Incumbent local exchange carriers must still provide direct notice of copper retirements and network changes to interconnected 911 service providers and telephone exchange service providers. The Order preempts state or local requirements that conflict with the federal framework, stating such requirements negate valid federal regulatory objectives. Most provisions take effect May 20, 2026, with certain sections delayed indefinitely.
Pollock Fishing Closure, Statistical Area 610, Gulf of Alaska
NMFS is prohibiting directed fishing for pollock in Statistical Area 610 in the Gulf of Alaska effective April 17, 2026 through September 1, 2026. The action establishes a directed fishing allowance of 3,959 metric tons (mt) and sets aside 150 mt as incidental catch. The closure prevents exceeding the 2026 A season allowance of the 4,109 mt total allowable catch (TAC) for pollock in this statistical area.

CFR Correction: Reinstatement of Export Fishery Definition at 50 CFR 216.3
NOAA, via the Office of the Federal Register, has corrected an editorial error in Title 50 CFR by reinstating the definition of "Export fishery" in section 216.3. The definition establishes criteria for classifying foreign commercial fishing operations as export fisheries based on their exports to the US and the likelihood of incidental marine mammal mortality. Unclassified foreign commercial fishing operations are automatically deemed export fisheries until the next List of Foreign Fisheries is published.

Infant and Cradle Swings Safety Standard Update Incorporating ASTM F2088-25
The U.S. Consumer Product Safety Commission (CPSC) has published a direct final rule updating the mandatory consumer product safety standard for infant and cradle swings. The rule incorporates by reference ASTM F2088-25, the 2025 revision of the voluntary standard ASTM F2088-24, which is currently the mandatory standard under 16 CFR part 1223. The rule supports IFR operations safety and management.
Final Rule Removes Outdated 15 CFR Part 1300 Export Technology Reporting Regulation
The Department of Commerce removes 15 CFR Part 1300 (Subtitle B, Chapter XIII) from the Code of Federal Regulations, eliminating an obsolete export technology reporting requirement. The regulation was originally promulgated by the defunct East-West Foreign Trade Board in 1975 under section 411 of the Trade Act of 1974, whose statutory authority was repealed in 1998 and 1999. License Amendment Requests – Catawba, McGuire, Salem, Callaway Nuclear Stations – No Significant Hazards Consideration Determination

UI Urbana-Champaign Construction Permit Application Notice

Enrolled Agent Exam User Fee Reduced from $99 to $66
The Treasury Department and IRS have issued a notice of proposed rulemaking to reduce the user fee for each part of the Special Enrollment Examination for Enrolled Agents (EA SEE) from $99 per part to $66 per part. FMCSA Exemption Request, Covenant Logistics, Comments May 21, 2026
FMCSA requests public comment on Covenant Logistics' application for a 5-year renewal of its exemption from 49 CFR 383.25(a)(1), which requires CLP holders to be accompanied by a CDL holder in the front seat. NIH Rescinds Indirect Cost Flexibilities Under 2 CFR 200 for FY2026
NIH has rescinded two indirect cost flexibilities introduced under NOT-OD-25-059, citing statutory constraints in the Consolidated Appropriations Act for FY 2026 (P.L. 119-75). HUD Removes Shelter Plus Care and Supportive Housing Program Regulations
HUD has published a final rule removing regulations for the Shelter Plus Care Program (24 CFR part 582) and Supportive Housing Program (24 CFR part 583) from the Code of Federal Regulations, effective May 20, 2026. These programs were consolidated into the Continuum of Care (CoC) Program following the HEARTH Act of 2009. The rule also makes a conforming amendment to 24 CFR 578.33(d)(1) to remove cross-references to the removed parts.
Washington State SHARP Workplace Safety Research Program Overview
The Washington State Department of Labor and Industries (L&I) describes the SHARP (Safety & Health Assessment & Research for Prevention) program, a workplace safety and health research and prevention initiative. SHARP conducts occupational health surveillance including musculoskeletal disorders, respiratory disease, lead exposure, heat-related illness, trucking injury prevention, and work-related fatalities, in partnership with the National Institute for Occupational Safety and Health since 2005. The program also publishes an internal research policy on financial conflicts of interest for Public Health Service-funded investigators under 42 CFR Part 50.
Medline Industries LP - Quality System Regulation Violations Warning Letter
FDA issued a Warning Letter to Medline Industries, LP (NAMIC Division) citing Quality System Regulation violations under 21 CFR Part 820. The inspection conducted December 1-12, 2025 identified CAPA procedure failures involving NAMIC Angiographic Control Syringes that generated 221 complaints and 177 MDRs, including documented cases of air embolism patient harm and biohazard exposure to clinicians.
