20-Minute Interview Limit for Texas Parole Cases

The Texas Board of Pardons and Paroles has adopted a new policy effective September 1, 2025, imposing a 20-minute time limit on discretionary interviews conducted during parole or discretionary mandatory supervision consideration proceedings. Board Rule 141.91 authorizes Board Members, Parole Commissioners, or representatives to interview persons presenting information on behalf of individuals within the Board's jurisdiction; under the new policy, such discretionary interviews are now capped at 20 minutes.

Governor Abbott Appoints Gunnels, Moberley to Texas Board of Pardons and Paroles

Governor Greg Abbott appointed Clint Gunnels and reappointed Marsha Moberley to the Texas Board of Pardons and Paroles. Gunnels, a parole commissioner with over 33 years of criminal justice service, will serve a term expiring February 1. Moberley, the current board chair, is reappointed for a term expiring the same date. The Board makes parole decisions for Texas prison inmates, determines parole conditions, and advises the Governor on clemency matters.

Licensed Attorney Required for Texas Parole Representation

The Texas Board of Pardons and Paroles issued a notice warning that Texas Government Code 508.083 requires any person who represents an inmate for compensation to be a licensed attorney registered with the parole division. The Board cautions the public about social media services offering parole packet preparation and related assistance for fees by unlicensed individuals. The notice clarifies that attorney representation is not required to submit support information and no specific format is required for parole consideration materials.
