DC Ends 31-Year Court Oversight of Child and Family Services Agency

Mayor Muriel Bowser announced the end of court oversight in LaShawn A. v. Bowser, a 31-year-old class action lawsuit filed in 1989 on behalf of children in DC's foster care system. A settlement agreement was affirmed fair, reasonable, and adequate by U.S. District Court Judge Thomas Hogan. Under Director Brenda Donald's leadership, the number of District children in foster care declined from approximately 1,800 at the start of 2012 to fewer than 700.

Mayor Bowser Celebrates Grandparents Day and Highlights DC Grandparent and Grandfamily Resources

The DC Child and Family Services Agency released a press statement from Mayor Muriel Bowser recognizing Grandparents Day and promoting existing resources for District grandparents and grandfamilies. The announcement highlights programs including the Grandparent Caregivers Program providing monthly subsidies, Grandfamilies Support Group workshops, Senior Wellness Centers, Community Dining Sites, Senior Villages, and various health and nutrition programs administered by DACL, DHS, and DC Health.

Mayor Bowser Ends Three-Decade Lawsuit, Announces DC CFSA Transformation

Mayor Muriel Bowser announced the official end of LaShawn A. v. Bowser, a 31-year class action lawsuit filed in 1989 on behalf of children in the District's foster care system. After a settlement agreement was reached and affirmed fair and reasonable by U.S. District Court Judge Thomas Hogan, the final status hearing on September 9, 2022 marked the conclusion of federal court oversight. The transformation was enabled through CFSA's Four Pillars strategic framework, the federal Five-Year Family First Prevention Plan, and the Families First DC citywide prevention strategy.
