Message from the Chair

February 12, 2026

Dear Licensees, Stakeholders, and Colleagues,

It is an honor to serve as Chairman of the North Carolina Board of Examiners for Engineers and Surveyors (NCBELS). I am deeply grateful for the trust placed in me by my fellow Board members and for the opportunity to serve the engineering and surveying professions across our great state.

NCBELS carries a vital responsibility: protecting the public health, safety, and welfare while regulating and supporting more than 36,000 licensed professional engineers and land surveyors, along with approximately 5,000 licensed firms. This responsibility is both significant and humbling, and it guides every decision we make as a Board.

As Chairman, my priorities will focus on:

  • Upholding the highest standards of ethics and professional conduct
  • Ensuring fair, transparent, and consistent regulatory processes
  • Supporting our licensees through clear communication and engagement
  • Strengthening public trust in the professions we regulate
  • Identifying opportunities for continuous improvement and modernization I firmly believe that the success of our Board depends on collaboration—among Board members, staff, licensees, educators, employers, and the public we serve. I am committed to fostering an environment of respect, openness, and thoughtful dialogue, where diverse perspectives are welcomed and considered.

NCBELS is supported by a dedicated and highly capable staff, whose professionalism and commitment are essential to fulfilling our mission. I look forward to working closely with them and with my fellow Board members to build upon the strong foundation already in place.

I welcome your feedback, insights, and suggestions. Your engagement helps ensure that NCBELS remains responsive, effective, and aligned with the evolving needs of the engineering and surveying professions—while never losing sight of our core mission of public protection.

Thank you for your continued dedication to professional excellence and public service. I look forward to the year ahead and to working together in service to North Carolina.

With respect and appreciation,

Dr. Vinnie (Vinod) K. Goel, PhD, PE
Chairman, North Carolina Board of Examiners for Engineers and Surveyors
