Arkansas Psychology Board via Teleconference Board Meeting September 19, 2025 9:00AM CALL TO ORDER The Arkansas Psychology Board meeting was called to order by Chair Edward Kleitsch, at 9:12AM. ROLL CALL Board members present: Dr. Edward Kleitsch, Dr. Joyce Fowler, Mr. Jon Priest, and Mr. Mickey Shell. Staff members present: Mr. Colin Davies and Ms. Brandi Thompson. Mr. William Puddephatt was present as the Board's Attorney General's representative. APPROVAL OF AGENDA The Board made a recommendation to consider the agenda once a full quorum is present to vote. NEW BUSINESS Neuropsychology Re-specialization Dr. Chayla Slaton submitted an updated request to have Neuropsychological Re-specialization. The Board made a recommendation to consider the request once a full quorum is present to vote. Statement of Intent Ms. Nancy Golden submitted an updated Statement of Intent to include EMDR. The Board made a recommendation to consider the Statement of Intent once a full quorum is present to vote. Quarterly Reports The Credential Review Committee made a fully seconded motion to approve the following Quarterly Report forms:

• Dr. Christina Christie Quarterly Report for the period of June 1, 2025 - August 21, 2025.
• Dr. Emily Heavner's Quarterly Report for the period of July 1, 2025 - August 19, 2025.

• Dr. Gabrielle Caselman's Quarterly Reports for the periods of October 23, 2023 - April
  25, 2025.

• Dr. Krysta Young's Quarterly Report for July 1, 2025 - August 19, 2025.
  The Board made a recommendation to consider all reports once a full quorum is present to vote. Credential Reviews Full Licensure Dr. Yanlil Lin submitted an application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. National Register Dr. Ainsley Burke submitted a National Register application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Gabrielle Caselman submitted a National Register application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Emily Heavner submitted an application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Denise Malone submitted a Senior Psychologist application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Elise Warner submitted a Psychologist application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Willo Wisotsky submitted a Senior Psychologist application to be considered as a fully Licensed Psychologist. The Board advised to submit a reference form from Dr. Jeffrey Pomerantaz reflecting ratings of acknowledgement of competence in the areas of practice on the form and made a recommendation to consider licensure once a full quorum is present to vote. Dr. Krysta Young submitted a Psychologist application to be considered as a fully Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Provisional License Dr. Alissa Fernandez submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. The Board made a recommendation to consider licensure once a full quorum is present to vote. Dr. Chandler Wingreen submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. The Board advised to submit a reference form with Dr. Meagan Miller reflecting ratings of acknowledgement of competence in the areas to practice on the form and made a recommendation to consider licensure once a full quorum is present to vote.

Technician Dr. Brittani Baldwin Gracey submitted a Technician registration packet for Mr. Jacob Theus. The Board made a recommendation to consider registration once a full quorum is present to vote. Dr. Haley Layton submitted a Technician registration packet for Ms. Amy Vaughan. The Board made a recommendation to consider registration once a full quorum is present to vote.
