Arkansas Psychology Board via Teleconference Board Meeting June 20, 2025 9:00AM CALL TO ORDER The Arkansas Psychology Board meeting was called to order by Chair Edward Kleitsch, at 9:21AM. ROLL CALL Board members present: Dr. Edward Kleitsch, Dr. Joyce Fowler, Mr. Jon Priest, Mr. Furgason and Mr. Mickey Shell. Staff members present: Mr. Colin Davies and Ms. Brandi Thompson. Mr. William Puddephatt was present as the Board's Attorney General's representative. Dr. Kleitsch made a motion to excuse Dr. Fowler from the July 18, 2025 Board meeting. Mr. Shell seconded the motion. The motion passed unanimously. APPROVAL OF AGENDA Dr. Fowler made a motion to approve the agenda, removing the third item (Hearing) and moving Dr. John Hall after the approval of agenda. Mr. Shell seconded the motion. The motion passed unanimously. ARKANSAS STATE UNIVERSITY REPRESENTATIVE Dr. John Hall presented inquiries pertaining to the education/training of future Licensed Psychological Practitioners (Master's level). APPROVAL OF PAST MINUTES Dr. Fowler made a motion to table the May 16, 2025 Minutes until the July 18, 2025 meeting. Mr. Furgason seconded the motion. The motion passed unanimously.

TREASURER'S REPORT

Mr. Davies advised that the agency continues to operate within its budget. Also, to hire an additional staff member to assist with the new licenses and Technician and Behavioral Analyst

registries, after the beginning of FY2026. Mr. Shell made the motion to accept the report. Dr. Fowler seconded the motion. The motion passed unanimously. PERSONNEL COMMITTEE No report. Mr. Priest made a motion to accept. Mr. Shell seconded the motion. The motion SCHOLARSHIP UPDATES Mr. Davies advised the Board the second-round date for applicants is to be set in July and will send a reminder and link to the application. Mr. Shell made a motion to accept. Mr. Furgason seconded the motion. The motion passed unanimously. REPORT FROM THE COMPLAINT COMMITTEE Dr. Davies advised of no report, but items have been received for previous complaints and will have a report at the next meeting. Mr. Shell made a motion to accept. Dr. Fowler seconded the motion. The motion passed unanimously.

DIRECTOR'S REPORT

Mr. Davies updated the Board of the following:

  • Legislation ended, went over bills that affected the Board,
  • Create online applications,
  • Additional staff, and
  • New Rules format.

No report. Dr. Fowler made a motion to accept. Mr. Shell seconded the motion. The motion OLD BUSINESS Dr. Paul Neitzert submitted clarification of training in Hypnotherapy for full licensure. Dr. Fowler made a motion to accept and to grant full licensure. Mr. Shell seconded the motion. The motion passed unanimously. NEW BUSINESS License Reinstatement

Ms. Jerilyn Swalve Wasson submitted documentation to reinstate her license. Dr. Fowler made a motion to accept. Mr. Furgason seconded the motion. The motion passed unanimously. Statement of Intent Dr. Brian Anderson submitted a Statement of Intent to include Neuropsychological Testing and Supervision rights. Dr. Fowler made a motion to deny with a request of documentation of clinical training experience under supervision of a Neuropsychologist for 1-year (2,000 hours) and where the services were rendered. Mr. Furgason seconded the motion. The motion passed unanimously. Dr. Jessica Fugitt submitted a Statement of Intent and Supervision Agreement and Plan to include Child in populations to be served with Dr. Ana Bridges. Dr. Fowler made a motion to approve pending submission of a Supervision Agreement and Plan reflecting at least 1-hour, individual, face-to-face weekly. Mr. Shell seconded the motion. The motion passed unanimously. Statement of Intent-Telehealth Dr. Brian Canfield submitted a Statement of Intent to add telehealth. Dr. Fowler made the motion to accept. Mr. Shell seconded the motion. The motion passed unanimously. Dr. Sepideh Irvani submitted a Statement of Intent to add telehealth. Mr. Priest made the motion to accept. Mr. Shell seconded the motion. The motion passed unanimously. Quarterly Reports The Credential Review Committee made a fully seconded motion to approve the following Quarterly Report forms:

  • Dr. Christina Christie's Quarterly Reports for the period of March 13, 2025 - May 29,
    2025.

  • Dr. Madeline Kop's Quarterly Reports for the period of March 1, 2025 - March 31, 2025.

  • Dr. Carly Solome's Quarterly Reports for the period of January 1, 2025 - April 25, 2025.

  • Dr. Krysta Young's Quarterly Reports for the period of March 1, 2025 - March 31, 2025.
    Dr. Fowler made a motion to accept all reports. Mr. Priest seconded the motion. The motion Credential Reviews Full Licensure Dr. Michael Watson, II submitted an application to be considered as a fully Licensed Psychologist. Mr. Shell recused himself. Dr. Fowler made a motion to accept. Mr. Furgason seconded the motion. The motion passed unanimously. Provisional License

Dr. Nicholas Amitrano submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. Dr. Fowler made a motion to deny the application, advising the reference form from Dr. Mooney to provide acknowledgement of competency of services to be provided, ranked on the scale of 1-3 or NA (section 3) and needs more clarity regarding limitations (section 7). Mr. Shell seconded the motion. The motion passed unanimously. Dr. Victoria Dixon submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. Dr. Fowler made a motion to accept. Mr. Shell seconded the motion. The motion passed unanimously. Dr. Joshua Finney submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. Dr. Fowler made a motion to accept. Mr. Priest seconded the motion. The motion passed unanimously. Dr. Sarah Hartmann submitted an application to be considered as an Applicant- Provisional Licensed Psychologist. Dr. Fowler made a motion to accept. Mr. Shell seconded the motion. The motion passed unanimously. Dr. Carissa Sawyer submitted an application to be considered as an Applicant- Provisional Licensed Psychologist.
