Arkansas Psychology Board via Teleconference Board Meeting October 17, 2025 9:00AM CALL TO ORDER The Arkansas Psychology Board meeting was called to order by Chair Dr. Edward Kleitsch, at 9:12AM. ROLL CALL Board members present: Dr. Edward Kleitsch, Dr. Joyce Fowler, Mr. Jon Priest, Ms. Aaron Holwick, and Mr. Ferguson Stewart. Staff members present: Mr. Colin Davies Ms. Brandi Thompson was excused. Mr. William Puddephatt was present as the Board's Attorney General's representative. APPROVAL OF AGENDA Dr. Kleitsch added an introduction of Board members. Dr. Fowler made a motion to approve the agenda. Mr. Stewart seconded the motion. The motion passed unanimously. APPROVAL OF MINUTES Dr. Fowler made a motion to approve the June 20, 2025 meeting Minutes. Mr. Priest seconded the motion. The motion passed unanimously.
TREASURER'S REPORT

Dr. Kleitsch made a motion to accept the report. Mr. Fergason seconded the motion. The motion passed unanimously. SCHOLARSHIP REPORT Dr. Fowler and Mr. Priest are the Scholarship Committee. Dr. Fowler explained the scholarship program to the new Board members. Ms. Holwick made a motion to accept the report. Mr. Stewart seconded the motion. The motion passed unanimously.
CHAIRMAN'S REPORT.
Dr. Kleitsch advised of no report. Dr. Fowler made a motion to accept. Mr. Stewart seconded the COMPLAINT COMMITTEE The Complaint Committee made a recommendation to draft a Consent Agreement for C#25-1 due a violation of the APA Code of Conduct, Section 4.10(1) to include 5 hours of APA approved Continuing Education, separated between 2 CE courses, to be completed within 1 year, with one course to include social media, boundaries and ethics. Dr. Fowler made a motion to accept the committee's recommendation. Mr. Priest seconded the motion. The motion passed
The Complaint Committee made a recommendation to draft a Letter of Caution for C#25-4 to the clinic and respondent due to a violation of the APA Code of Ethics, Section 9.11. Dr. Fowler made a motion to accept the committee's recommendation. Mr. Stewart seconded the motion. The motion passed unanimously. The Complaint Committee made a motion to dismiss C#25-5, due to lack of actionable violation. Mr. Stewart made a motion to accept the recommendation. Dr. Fowler seconded the motion. NEW BUSINESS Military Licensure Inquiry Dr. Lissette Carmona-Roman submitted an inquiry regarding Arkansas licensure as a Military spouse under the Military Spouse Licensing Relief Act of 2021 for automatic licensure. The Board advised that the applicant must still complete an application and background check, but does not need to sit for the EPPP, will not have to come back before the Board for review and the administrative office would provide licensure. Provisional License Extension Dr. Lorianne Graves submitted a request for a Provisional License extension. Dr. Fowler made a motion to extend the license for 18 months. Mr. Stewart seconded the motion. The motion passed Statement of Intent Ms. Nancy Golden submitted an updated Statement of Intent to include EMDR. Dr. Fowler made a motion to approve the request. Quarterly Reports The Credential Review Committee made a fully seconded motion to approve the following Quarterly Report forms:

Provisional License Dr. Jalessa Johnson submitted an application to be considered as an Applicant-Provisional Licensed Psychologist. Dr. Fowler made a motion to approve pending receipt of a Supervision Agreement and Plan and Statement of Intent coinciding with each other in the areas of practice or provide a secondary supervisor.
