NDPC Partners NELFund to Protect Personal Data of 1.3 Million Students
Summary
The Nigeria Data Protection Commission (NDPC) and the Nigerian Education Loan Fund (NELFund) announced a strategic partnership to protect the personal data of approximately 1.3 million student loan beneficiaries. NDPC National Commissioner Dr Vincent Olatunji met with NELFund CEO Mr Akintunde Sawyerr to discuss compliance with the Nigeria Data Protection Act (NDP Act) 2023. NDPC offered free induction training, Virtual Privacy Academy vouchers, and DPO certification for NELFund staff, and a working group was established to advance the partnership.
This partnership signals NDPC's proactive approach to extending data protection compliance beyond traditional private sector targets into government-funded programs handling large volumes of personal data. Organizations in the education sector, particularly those processing student loans or working with government education schemes, should anticipate increased regulatory scrutiny and may wish to proactively review their data protection frameworks against the NDP Act 2023 requirements.
What changed
NDPC announced a strategic partnership with NELFund to ensure compliance with the Nigeria Data Protection Act 2023 for the personal data of 1.3 million student loan applicants. NDPC offered free staff training, DPO certification, and Virtual Privacy Academy vouchers to NELFund, and a joint working group was established. The partnership aims to extend data protection compliance to tertiary institutions and vendors working with NELFund.
Affected parties including educational institutions, student loan processors, and vendors handling student personal data should monitor this partnership as it may signal increased NDPC enforcement focus on the education sector and increased expectations for data protection compliance programs for entities handling sensitive student information.

Dr Olatunji commended Mr Sawyerr for his leadership of NELFund, which has benefited about 1.3 million students in Nigeria, in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu. He walked them through the evolution of data protection and privacy in Nigeria, the benefits of compliance with the Nigeria Data Protection Act (NDP Act), 2023, and the dangers of non-compliance with the provisions of the NDP Act.
He added that NELFund processes the personal information of students who apply for loans and that measures must be put in place to ensure the safety of these personal data. He urged NELFund to sensitise its staff on the importance of data protection and privacy, and to extend its compliance drive to the tertiary institutions it works with, as well as its vendors.
In his remarks, Mr Sawyerr commended Dr Olatunji for his commitment to embedding data protection and privacy in the national fabric. While he highlighted the dilemma of balancing accountability with privacy, he acknowledged that NELFund deals with data that must be protected and expressed his willingness, on behalf of NELFund, to work with the NDPC to ensure compliance with the provisions of the NDP Act.
Dr Olatunji offered free induction training for all NELFund staff, along with Virtual Privacy Academy vouchers and Data Protection Officer certification for some of them. Mr Sawyerr thanked him and affirmed NELFund’s readiness to work with the NDPC. A working group was also set up to advance the partnership between the two organisations.
