Hazardous Materials: Applications for New Special Permits
Summary
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a notice regarding applications for new special permits related to hazardous materials. The notice includes a 30-day public comment period.
What changed
The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice announcing applications for new special permits concerning the transportation of hazardous materials. This notice is part of the public consultation process, allowing interested parties to review and comment on these applications before any permits are granted. The specific details of the applications are not provided in this notice, but it signals a potential for new or modified allowances for transporting certain hazardous materials.
Regulated entities, particularly manufacturers and importers involved with hazardous materials, should review these applications to understand any potential changes to existing regulations or operational flexibility. The public comment period closes on April 17, 2026, providing a limited window to submit feedback. Failure to comment may result in new permits being issued without consideration of specific industry concerns. Compliance officers should assess the implications of these potential new permits on their operations and supply chains.
What to do next
- Review applications for new hazardous materials special permits
- Submit comments on applications by April 17, 2026
- Assess operational impact of potential new permits

provide legal notice to the public or judicial notice to the courts.
