Summary

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has published a list of applications seeking modifications to existing special permits for hazardous materials transportation. These applications cover various regulatory sections and modes of transport, with a comment deadline of April 2, 2026.

What changed

The Pipeline and Hazardous Materials Safety Administration (PHMSA) has issued a notice detailing applications received for modifications to special permits under the Hazardous Material Regulations. These applications, submitted by entities such as NASA, Call2Recycle, Inc., and Porsche Logistik GmbH, seek to update engineering documents, add authorized modes of transport (including ferry vessels), authorize additional hazardous materials or containers, reclassify explosive hazards, and remove gross weight limitations or specific references. The notice is published in accordance with 49 U.S.C. 5117(b) and 49 CFR 1.53(b).

Regulated entities and interested parties have until April 2, 2026, to submit comments on these applications. Comments should be sent to the PHMSA Record Center in Washington, DC, and should reference the specific application number. While these are applications for modifications and not new regulations, reviewing them can provide insight into evolving industry practices and potential future regulatory changes. Failure to submit comments by the deadline will mean they are not considered in the processing of these applications.

What to do next

  1. Review applications for potential impact on operations.
  2. Submit comments by April 2, 2026, if desired.
