Summary

The Department of State issued a notice rescinding the Privacy Act system of records for External Research Records, State-10. The system, which managed information related to consultant programs and external research activities, was decommissioned on May 31, 1999 following the merger of the U.S. Arms Control and Disarmament Agency (ACDA) into the Department of State. All remaining records were transferred to the National Archives and Records Administration (NARA) per the applicable record schedule.

What changed

The Department of State formally rescinded the Privacy Act system of records notice for External Research Records, State-10 (previously published at 42 FR 49704). This system captured information to manage the consultant program and external research-related activities, including preparation of reports on work performed by consultants/experts and periodic summaries of financial commitments for approved projects. The system was decommissioned on May 31, 1999, following the April 1999 merger of ACDA into the Department of State, with all records transferred to NARA.

This is a routine administrative notice with no new compliance obligations or deadlines. No action is required from the public or regulated entities as the system was decommissioned nearly 27 years ago. The Department of State will also rescind the associated Final Rule that added State-10 to the list of systems exempt from Privacy Act provisions under 22 U.S.C. 171.26 by separate Federal Register notice. Questions regarding this notice may be directed to Timothy Kootz, Senior Agency Official for Privacy, at SORN@state.gov or (202) 485-2051.
