The Council of the European Union on April 10, 2026, formally designated the Islamic Revolutionary Guard Corps on its terrorist list under Common Position 2001/931/CFSP, marking the first time the bloc has applied the designation to the Iranian military organization. The IRGC designation triggers immediate asset freezes and prohibits EU operators from making funds or economic resources available to the group.

The move accompanied two related EU actions: an expansion of terrorist sanctions criteria to include travel bans for listed individuals, and sanctions against eight Russian officials for serious human rights violations and repression of civil society in Russia.

Businesses with any EU operations, subsidiaries, or counterparties must now screen for IRGC connections as the designation creates legal exposure for those providing financial or material support to the designated organization.
