Public Union Dues Deduction Limitations
Summary
The Wyoming Legislature passed HB0178 to prohibit public employers from deducting union dues, fees, and political contributions from employee pay. The bill was vetoed by the Governor on March 10, 2026, preventing enactment. If signed, it would have created new section W.S. 27-7-116 with misdemeanor penalties for violations.
What changed
Wyoming HB0178 was an enrolled act that would have prohibited public employers from using public funds or facilities to deduct dues, fees, assessments, fines, or contributions on behalf of labor organizations, political action committees, and political organizations from public employee pay. The bill would have created W.S. 27-7-116, defined 'public employee' and 'public employer' under W.S. 27-7-108, and amended penalties in W.S. 27-7-115. Violators would have faced misdemeanor charges punishable by up to $1,000 fine and 6 months imprisonment.
Governor Mark Gordon vetoed the bill on March 10, 2026, preventing the legislation from taking effect. Public employers and unions do not need to take any compliance action as the bill did not become law. The bill's proposed effective date of January 1, 2027 is moot.
Penalties
Misdemeanor punishable by fine up to $1,000 or imprisonment up to 6 months (vetoed - not enacted)
