Expediting Federal Broadband Deployment Reviews Act Establishes Interagency Communications Strike Force
Summary
H.R. 1681 would require the Assistant Secretary of Commerce for Communications and Information to establish an interagency strike force within 180 days of enactment. The strike force would include the Bureau of Land Management, Forest Service, and designees from the Departments of Agriculture and Interior. The strike force would establish objective goals for and monitor accountability of communications use authorization reviews on federal lands.
What changed
H.R. 1681 would establish an interagency strike force under the Assistant Secretary of Commerce for Communications and Information to ensure that the Bureau of Land Management and Forest Service prioritize the review of communications use authorizations on public lands and National Forest System land. The strike force would conduct periodic calls, establish objective review goals, and monitor agency accountability. A report on strike force effectiveness must be submitted to six congressional committees within 270 days of enactment.
Federal land management agencies including the Bureau of Land Management and Forest Service at all organizational levels (state, regional, district, and field offices) would be subject to strike force coordination and must prioritize communications use authorization reviews. Telecommunications carriers and broadband providers seeking to deploy facilities on federal lands would benefit from streamlined authorization processes and established review timelines.
