Summary

AmeriCorps (CNCS) published a 30-day notice requesting public comment on revisions to Day of Service Application Instructions for MLK and 9/11 grant competitions. Key changes include raising the Single Audit threshold from $750,000 to $1,000,000, updating the equipment definition to $10,000 or more per unit (from $5,000), and increasing the de minimis rate to 15% of modified total direct costs (from 10%). Comments are due April 30, 2026.

What changed

AmeriCorps is seeking public comment on revised Day of Service Application Instructions (OMB Control No. 3045-0180) that would make three substantive changes to existing requirements: raising the Single Audit threshold from $750,000 to $1,000,000, updating the definition of 'equipment' to reflect an acquisition cost of $10,000 or more per unit (formerly $5,000), and increasing the de minimis indirect cost rate to 15% of modified total direct costs (formerly 10%). These revisions apply to future MLK and 9/11 Day of Service grant competitions.

Regulated entities, including grant applicants and subrecipients, should review these proposed changes and submit comments by April 30, 2026 via www.reginfo.gov/public/do/PRAMain. The current information collection expires March 31, 2026, and AmeriCorps seeks to continue using the collection until OMB approves the revision. Organizations that may be affected by the updated audit thresholds and equipment definitions should assess whether their existing policies and practices align with the proposed changes.

What to do next

  1. Submit public comments on the proposed information collection revisions by April 30, 2026 via www.reginfo.gov/public/do/PRAMain
