A Constituição da República Portuguesa foi aprovada a 2 de abril de 1976, e o exemplar original da Constituição da República Portuguesa está guardado no Arquivo Histórico Parlamentar desde o primeiro dia.
A CNPD recorda que o direito humano fundamental à proteção de dados pessoais está refletido no artigo 35.º da Constituição da República Portuguesa, tendo Portugal sido pioneiro, a nível mundial, na sua previsão como direito fundamental na sua Constituição, a sua Lei Fundamental.

Foi ainda Membro da Comissão Constitucional (1976-1980), órgão precursor do atual Tribunal Constitucional.
