Summary

The Department of the Navy published a 60-day notice under the Paperwork Reduction Act seeking public comments on a proposed Shipbuilding Industrial Base Demographics Survey (OMB Control No. 0703-0086). The survey will collect data on demographics, training requirements, and occupational experience of the shipbuilding defense industrial base to comply with Section 1026 of the FY2021 NDAA. Comments are due by June 1, 2026.

What changed

The Naval Sea Systems Command is seeking public comments on a proposed information collection titled 'Shipbuilding Industrial Base Demographics Survey.' This collection is required under Section 1026 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021, which mandates a biennial congressional report on the shipbuilding industrial base workforce. The survey will collect demographic data via a Microsoft Excel questionnaire emailed directly to suppliers to analyze workforce trends, experience gaps, and training requirements.

Respondents, particularly defense contractors in the shipbuilding sector, have until June 1, 2026 to submit comments on the proposed collection via Regulations.gov or mail. This is a standard administrative notice with no compliance deadlines or penalties. Suppliers should review the collection details and submit comments if they wish to influence the scope or burden estimates before OMB approval.
