Summary
The Department of Defense is requesting public comment on a new information collection proposal related to the National Guard Connectedness and Relationship Education System First Line Leader Program. The comment period closes on April 17, 2026.
What changed
The Department of Defense (DoD), specifically the Office of the Under Secretary of Defense for Personnel and Readiness, has submitted a proposal to the Office of Management and Budget (OMB) for clearance under the Paperwork Reduction Act. This new information collection, titled "Rapid Evaluation of National Guard Connectedness and Relationship Education System First Line Leader Program," aims to gather data from National Guard State-level leadership personnel who have not fully implemented the First Line Leader (FLL) program. The initiative is a response to recommendations from the Independent Review Commission on Sexual Assault in the Military, seeking to develop a robust prevention research capability.
Regulated entities, specifically individuals or households (National Guard leadership personnel), are being asked to provide voluntary responses. The comment period for this proposal is open for 30 days, closing on April 17, 2026. The collected information will be used to understand awareness, perspectives, and implementation plans for the FLL program, ultimately informing future guidance and supporting the development of evidence-based prevention approaches for sexual harassment, sexual assault, and other forms of violence within the military. While the collection is voluntary, the insights gained are intended to shape nationwide program implementation.
