Special Permit Applications Actions - Hazardous Materials Transportation
Summary
PHMSA published a notice of actions taken on hazardous materials transportation special permit applications. The agency granted modifications to existing permits for Applied Pressure Vessels, Northrop Grumman, Veolia ES Technical Solutions, Boeing, Daicel Safety Systems Thailand, and Blue Origin. New permits were granted for Thales Alenia Space (satellite assemblies), Jaguar Land Rover and LG Energy Solution (lithium ion batteries exceeding 35 kg via cargo aircraft), and Fibro Plastichem India (non-DOT specification cargo tanks). Comments on the notice are due May 15, 2026.
What changed
PHMSA granted modifications to six existing special permits authorizing additional hazardous materials, packaging designs, or carrier status under 49 CFR Parts 107, 172, 173, and 178. Four new special permits were issued authorizing transportation of lithium ion batteries exceeding 35 kg net weight via cargo-only aircraft, satellite assemblies in non-DOT specification containers, and non-DOT specification glass fiber reinforced plastics cargo tanks.
Affected parties include aerospace manufacturers, automotive companies, chemical manufacturers, and battery manufacturers engaged in hazardous materials transportation. The notice does not create new compliance obligations but documents completed permit decisions. Companies operating under these permits should ensure continued compliance with permit terms.
