Hazardous Materials Special Permit Applications Open for Public Comment
Summary
PHMSA has published a notice of receipt for four applications to modify hazardous materials special permits, affecting Amazon.com, Zhejiang Meenyu Can Industry Co., Blue Origin LLC, and Zipline International Inc. The modifications involve expanded authorization for transporting hazardous materials including limited quantities, non-DOT specification cylinders, and business-to-business drone deliveries. Public comments are being accepted through April 30, 2026.
What changed
PHMSA is seeking public comments on four applications to modify existing special permits under 49 CFR Part 107. The modifications include: Amazon's request to transport additional hazardous materials as limited quantities; Zhejiang Meenyu Can Industry's request for an additional inside metal container; Blue Origin's request to authorize non-DOT specification cylinders; and Zipline International's request to remove the non-commercial end-user limitation for business-to-business drone deliveries.\n\nAffected parties in the hazardous materials transportation industry should review the specific permit modifications to understand how expanded authorizations may impact their operations. Applicants seek to broaden the scope of hazardous materials they can transport or the conditions under which transport is permitted. Comments may address the safety implications or operational necessity of the requested modifications.
