Summary
PHMSA has received seven special permit applications from various entities seeking authorization to transport hazardous materials under alternative conditions. Applicants include Heli-1 Corporation, Filtrous Corp., Buffalo & Pittsburgh Railroad, Zipline International, American Mobile Research, Hillcrest Aircraft Company, and Atlas Chemical Corp. The applications address varied modes of transportation including motor vehicle, rail freight, cargo vessel, and cargo aircraft. Public comments on these applications must be received by May 15, 2026.
What changed
PHMSA published a notice of receipt for seven special permit applications under 49 CFR part 107. The applications request authorization to deviate from standard hazardous materials transportation regulations across various modes including rotorcraft external load operations (Heli-1 Corp., Hillcrest Aircraft), methanol transport exception (Filtrous Corp.), alternative rail procedures (Buffalo & Pittsburgh Railroad), unmanned autonomous vehicle transport (Zipline International), and alternative packaging for hazardous materials (American Mobile Research, Atlas Chemical).
Affected parties in the hazardous materials transportation industry should review these applications to understand potential competitive or safety implications. Companies seeking similar permit authorizations may use these applications as reference. The comment period provides an opportunity for stakeholders to support, oppose, or request modifications to the proposed special permits.
