About this source

Find a Tender is the UK government's official portal for public-sector procurement notices above the £30,000 threshold. Every contract opportunity, award, and modification published by central departments, NHS trusts, local councils, universities, and arms-length bodies lands here first. Watch this if you sell to UK government, monitor competitor wins, or track public spending in your sector. Recent examples: a £185k events contract awarded by the British Council, a £120k nano-mechanical stage at the UK National Nuclear Laboratory, £50k of Adobe licences for the Financial Services Compensation Scheme.

What changed

This tender notice announces a competitive procurement process for the design, build, commissioning, and operational proving of a new wastewater recycling centre in Norwich. The contract requires the successful contractor to fulfil duties as Principal Contractor under CDM Regulations, complete a coordinated technical design, and ensure compliance with all statutory conditions and applicable legal standards. Submissions will be evaluated on a 60% quality and 40% cost weighting. Companies interested in this water treatment infrastructure project must register on the In-tend Shared Procurement Portal and submit PSQ responses by the 27 May 2026 deadline.

Construction firms with wastewater treatment experience should consider registering as suppliers on the In-tend portal and reviewing the PSQ requirements. The £8-9 million contract represents a significant infrastructure opportunity in the East Anglia region.

Scope

Description

ST Connect are seeking to run a competitive flexible procurement process to appoint a contractor for the design and build of a new Wastewater Recycling Centre and ancillary services at Beeston Park, Norwich. The first stage will be a PSQ stage where it is envisaged that a tender list of 3 to 5 contractors will be drawn up, comprising the highest scoring evaluated PSQ submissions, to be invited to submit tenders for the project.

The contractors scope will be to fulfil the duties of the Principal Contractor under the CDM Regulations and complete the design, build, commissioning and operational proving of the wastewater recycling centre including the completion of a fully co-ordinated technical design to meet the requirements of a performance specification provided by ST Connect, the discharge of all remaining statutory conditions and compliance with all applicable legal and regulatory standards, permits and licenses.

If the contractors proposed solution requires changes to the consented scheme, the contractor will be exclusively responsible for preparing, supporting, funding and securing all amendments and proving to ST Connect that their proposed solution can be delivered within the construction programme.

We anticipate the contract period to be in the region of 15 to 18 months from date of award of contract. The anticipated contract value range in GBP Sterling is from £8,000,000.00 to £9,000,000.00.
