Transport for London (TfL) is issuing a Preliminary Market Engagement Notice to obtain market feedback in relation to the Greenwich Bunds Re-Lining Project. TfL invites suppliers to participate in this Preliminary Market Engagement exercise to help shape the upcoming procurement opportunity. The primary focus of the Market engagement is to better understand the market, supplier appetite, capacity and capability, as well as perceived risks and opportunities in relation to the development and finalisation of the commercial strategy for TfL's Greenwich Bunds Re-Lining Project. The engagement will also provide feedback and help to develop the procurement strategy for the Project's procurement.

The Greenwich Bunds Re-Lining project is located at Greenwich Power Station which is a critical standby power facility operated by Transport for London (TfL).

The station is fuelled by oil stored in five storage tanks, each housed in individual reinforced concrete bunds. These bunds, partially below ground level and situated close to the River Thames, are designed to contain any potential oil leaks, thereby preventing the risk of fuel oil seeping into the subsoil and ultimately into the river.

The bunds have deteriorated over time and reached the end of their design life, posing a risk of environmental contamination. This necessitates a project to replace the lining of the five storage tank bunds with the addition of a reception tank bund and pump bund. Engagement process description

TfL are looking for parties that may be interested in this opportunity to respond to the Market Sounding Questionnaire (MSQ) which can be accessed via TfL's e-tendering portal, SAP Ariba.

To do so, organisations will need to register latest by 12noon 10th April 2026 on TfL's SAP Ariba via the following link: https://service.ariba.com/Supplier.aw.

This exercise does not form part of any procurement process. All responses will be carefully considered but will not bind TfL to any approach, nor will responses be treated as conveying any promise or commitment on the part of the respondent. This activity is focusing on the market, rather than the merits of individual suppliers. It includes no element of supplier selection or bid evaluation. There is no commitment of any kind inferred by either party.

Any feedback received will be reviewed and may be considered in determining TfL's future approach to the procurement of PPAs. Responses will be treated in confidence by TfL and may be shared only with organisations supporting on our strategy (where these organisations are under contract and therefore subject to maintaining confidentiality).

For your feedback to be considered, your completed MSQ must be received by 12:00noon (midday) on 22nd April 2026 via TfL's SAP Ariba.

Following submission of MSQ responses, TfL at its discretion may conduct 121 conversations with a number of responding organisations with a view to further inform the strategy going forward. TfL at its discretion may conduct a virtual briefing to further present information about this project.

(3) Upon completion of steps 1 and/or 2, interested parties must inform Moradeke Adewolu via email (MoradekeAdewolu@tfl.gov.uk) with the following details latest 12noon on 10th April 2026:

  • your organisation name as registered in SAP Ariba;

  • your applicable supplier ID associated with TfL in SAP Ariba, in the form of SM Vendor ID, ERP ID, AN ID or ACM ID;

  • your single point of contact registered on SAP Ariba; first name and surname;

  • your email address registered with SAP Ariba; and

  • your role in the organisation as registered with SAP Ariba.

Completion of these steps will enable TfL to invite interested parties to the event in SAP Ariba to gain access to the MSQ, allowing interested suppliers to submit their response.
