Description

FBRS JV is seeking a specialist consultancy to undertake a structured technical review and impact assessment of the updated Railway Survey Standard Revision P02. The purpose of this commission is to support the project team in understanding the practical implications of the revised standard and to help inform project delivery planning across the Rail Systems lots (HRS13, HRS14 and HRS15).

The review will assess how the requirements in Revision P02 may influence survey methodology, resourcing, programme, constructability and associated delivery considerations. The consultancy will also support FBRS in preparing any clarification queries needed to ensure the standard is fully and consistently interpreted.

Scope of Services

The consultancy will complete the work in three structured stages:

  1. Initial Technical Review

Review Railway Survey Standard Revision P02 and any referenced materials.
Provide a high level assessment of the clarity, practicality and feasibility of the requirements.
Identify any areas where further clarification may support consistent interpretation or implementation.

  1. Preparation of Clarification Queries

Develop a set of structured technical queries to be submitted by FBRS where further detail or confirmation would support planning and implementation.
Clearly state assumptions where appropriate and present questions in a clear, structured format.
FBRS will manage the submission and receipt of responses.

  1. Impact Assessment Following the receipt of any clarification responses, the consultancy will provide a full impact assessment covering potential effects on:

resource requirements
programme and sequencing implications
survey methodologies and deliverables
equipment and technology needs
constructability and site execution considerations
commercial and cost-related impacts
opportunities for optimisation or alternative approaches

A final report will consolidate key findings, clarifications, assumptions and quantified or qualitative impacts to support internal project planning.

About the buyer's selection process:
This subcontract opportunity will be advertised on CompeteFor for 10 working days before removal. Feedback will be provided to all applicants who have expressed an interest in the works following the award of the opportunity.

Organisations wishing to express interest should do so by completing the CompeteFor questionnaire.

About the buyer:
HS2 has appointed Ferrovial Construction / BAM Nuttall JV (FBJV) for contracts totalling almost 140 miles of track between London and the West Midlands. Ferrovial BAM will oversee the design and construction of the HS2 track infrastructure, manage construction logistics and support the testing and commissioning phase.
