ITC Five-Year Review of Forged Steel Fittings from India and South Korea
Summary
The U.S. International Trade Commission (ITC) has initiated full five-year reviews to determine if revoking existing countervailing and antidumping duty orders on forged steel fittings from India and South Korea would likely lead to material injury. The ITC found responses from South Korean parties adequate and decided to conduct full reviews for both India and South Korea to ensure administrative efficiency.
What changed
The U.S. International Trade Commission (ITC) has formally initiated full five-year reviews concerning the countervailing duty order on forged steel fittings from India and the antidumping duty orders on forged steel fittings from India and South Korea. This action, published on March 16, 2026, follows the Commission's determination that these reviews are necessary to assess whether the revocation of these orders would likely result in the continuation or recurrence of material injury within a reasonably foreseeable time. The Commission deemed the domestic and respondent party responses from South Korea adequate for a full review, and despite an inadequate respondent response from India, decided to proceed with full reviews for that country as well, citing administrative efficiency in relation to the South Korean review.
Regulated entities involved in the import or export of forged steel fittings from India and South Korea should be aware that these reviews are proceeding to a full scope assessment. While a specific schedule for these reviews will be announced later, the current action indicates a potential for the continuation of existing duty orders. Companies should prepare for potential data submissions and participation in the review process. The outcome of these reviews will determine the future of the existing trade remedy measures on these products, impacting market access and pricing for U.S. importers and domestic producers.
What to do next
- Monitor for schedule announcement regarding full five-year reviews.
- Prepare for potential data submission requirements for the reviews.
- Review existing countervailing and antidumping duty orders on forged steel fittings from India and South Korea.

On March 6, 2026, the Commission determined that it should proceed to full reviews in the subject five-year reviews pursuant
to section 751(c) of the Tariff Act of 1930 (19 U.S.C. 1675(c)). The Commission found that both the domestic and respondent
interested party group responses from South Korea to its notice of institution (90 FR 55170, December 1, 2025) were adequate
and determined to conduct a full review of the order on imports from South Korea. The Commission also found that the respondent

from that country in order to promote administrative efficiency in light of its determinations to conduct a full review of
the order with respect to South Korea. A record of the Commissioners' votes will be available from the Office of the Secretary
and at the Commission's website.
