Advance Contract Award Notice
- An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities.
If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
- Definition of the requirement
PSPC is involved in document capture and digitization, form processing, OCR and barcode recognition, intelligent document recognition and categorization of unstructured documents. PSPC supports the Digital Canada 150 initiative, a 2013 plan to guide federal departments and agencies into the digital future. The mandate includes the digitization of government documents and support for Open Government and the Accessible Canada Act.
In order to meet an increasingly-complex growing demand in a timely and effective manner, PSPC has broadened its document imaging services to provide end-to-end managed services as a Common Service provider to federal government departments and agencies by establishing multi-vendor document imaging contracts. Also, PSPC is constantly looking forward to developing new expertise related to document digitization in order to increase the variety and volume of the imaged documents.
PSPC requires expertise and reports in order to maintain its successful position in the market. We also need the reports to direct our actions and support our decisions related to the future of our business. We want to have expert analysis to guide our business towards future needs and industry trends.
The reports must include a complete coverage of the world capture software market, an expert analysis of the market and comments on industry, trends, events and any other important information on market development.
The work will involve the following:
In order to support PSPC’s business and to help plan activities on a short and long-term basis, professional reports, sent in PDF format, are needed, detailing the market for document capture software. The reports need to be used and consulted by at least three users in our organization.
The following relevant information is required in the reports:
• Projection of the total global market over a three-year period with details on the best practices (how to acquire documents, information source, media type, etc.)
• Information on major vendors with details on their services and location, revenues, strengths, weaknesses, opportunities, threats, expected direction.
• Sales made and planned for this actual fiscal year per major country/region including (but not limited to): Canada, United States, and Europe.
