Summary

Environment and Climate Change Canada (ECCC) is seeking to procure an annual off-road fleet emission dataset. The dataset will cover various applications and products from 2020-2025, with delivery required within 60 days of contract award. The solicitation is open until March 30, 2026.

What changed

Environment and Climate Change Canada (ECCC) has issued a solicitation (5000088906) requiring the supply of an annual off-road fleet emission dataset. This dataset will supplement existing data and must include detailed information on engine specifications, emission control technologies, and in-service population for agricultural, construction, industrial, lawn and garden, marine propulsion, power generation, and recreational products. The data must cover calendar years 2020 through 2025 and model years 1986 through 2025, with specific grouping for older equipment. The contract is estimated to begin on April 1, 2026, with a 12-month duration.

Suppliers must deliver the dataset within 60 days of contract award. This requirement appears to be a new data collection effort by ECCC to monitor and potentially regulate emissions from off-road equipment. Companies involved in the manufacturing or import of such equipment, particularly those operating in Canada, should review the solicitation details and consider bidding or partnering. The closing date for responses is March 30, 2026. While no direct penalties are stated for non-compliance with the solicitation, failure to respond or provide the required data could result in lost business opportunities.

What to do next

  1. Review solicitation details for annual off-road fleet emission data requirement.
  2. Consider bidding on solicitation 5000088906 or partnering with other businesses.
  3. Prepare to deliver dataset within 60 days of contract award if successful.

Description

The Department of Environment and Climate Change Canada (ECCC) has a requirement for the supply of an annual off-road fleet dataset to supplement previously acquired datasets of similar scope in Microsoft Excel format. ECCC determines the off-road equipment products to be included in the dataset with the results disaggregated by key attributes including but not limited to engine cycle, engine fuel, engine power range, product, equipment type, engine specifications, and emission control technologies in-service population. The dataset must include all available engine fuels and engine power ranges, and the country of sale must be limited to Canada and provide within 60 days of contract award.

The scope of the data includes the following applications and products:

a. Agricultural
b. Construction
c. Industrial
d. Lawn and Garden
e. Marine Propulsion
f. Power Generation
g. Recreational Products Segments

Definitions:

  • Model year – The calendar year that the equipment was first put into service.
  • Off-road – Vehicles and equipment that are either self-propelled or portable and are not commonly used on public roads.

The dataset provided must include the following data fields:

a. Calendar Year
b. Engine Cycle
c. Segment
d. Application
e. Product
f. Engine Fuel
g. Engine Power Rating Range
h. Average Engine Power Rating
i. Engine Type
j. Emissions Certification Level
k. Emissions Certifying Agency
l. Emissions Solution Strategy

The dataset must be delivered within 60 days of contract award and span the period of calendar years 2020 through 2025 (inclusive), with the individual years that the fleet was placed into in-service for each Model year 1986 through 2025 (inclusive), with all equipment manufactured prior to 1986 grouped under a “1985 and Prior” Model year category.

  • Subsequent Calendar year and Model year to be included in the dataset for each Option Period exercised (2027 dataset for Option Period 1; 2028 dataset for Option Period 2; 2029 dataset for Option Period 3; 2030 dataset for Option Period 4).
