Summary

The Government of Canada has issued an Advance Contract Award Notice (ACAN) for Retro-Reflective Edge and Directional Approach System (REDAS) Runway Markers for the Royal Canadian Air Force. The estimated value of the contract is $121,000.00, with a proposed delivery date of March 31, 2026.

What changed

This Advance Contract Award Notice (ACAN) indicates the Canadian government's intent to award a contract to ARC Aviation Renewables Corp. for the supply of Retro-Reflective Edge and Directional Approach System (REDAS) Runway Markers. The requirement is for a replenishment of backup markers for the Royal Canadian Air Force, with an estimated contract value of $121,000.00 (GST/HST extra). The justification for this non-competitive procurement strategy is based on exclusive rights, with ARC Aviation Renewables believed to be the sole manufacturer capable of meeting the specified technical requirements, including visibility, durability, and specific dimensions.

Other suppliers have until March 20, 2026, to submit a statement of capabilities demonstrating they can meet the mandatory requirements. If no other capable supplier signals interest by this deadline, the contract will likely be awarded to ARC Aviation Renewables Corp. The proposed delivery date for the markers is on or before March 31, 2026. This notice serves as an opportunity for potential competitors to challenge the non-competitive award.

What to do next

  1. Review the mandatory requirements for REDAS Runway Markers.
  2. Submit a statement of capabilities by March 20, 2026, if interested in bidding.
  3. Monitor the outcome of the Advance Contract Award Notice.
