California State Auditor Reports on Housing Voucher Wait Times
The California State Auditor conducted an audit of three California housing agencies (Orange County Housing Authority, Housing Authority of the County of Riverside, and Sacramento Housing and Redevelopment Agency) regarding HUD's Housing Choice Voucher (HCV) program and three related programs. The audit found that all three agencies lack sufficient federal funding to meet voucher demand, estimating they would need nearly $2 billion in additional annual federal funding to provide vouchers to all eligible applicants on their waiting lists. Riverside was found to lack a Section 504 coordinator, creating disability accessibility compliance gaps. The Emergency Housing Voucher (EHV) program, supporting households experiencing homelessness or fleeing domestic violence, is set to end in 2026, putting approximately 2,300 households at risk of homelessness as Sacramento and 12 other California housing agencies may lack adequate funding to transition EHV participants into standard HCV vouchers.
