The exemption addresses non-compliance with Certificate of Compliance No. 1031, Amendment No. 15 stemming from a fabrication deficiency in neutron absorber panels supplied by 3M, where test coupons were cut from non-approved sheet areas causing some panels to fail boron-10 density requirements. The EA concludes that the MAGNASTOR® system continues to meet safety requirements despite the deficiency.
