Scout V Hugoton Gathering LP and Pan-Hugoton Gathering Company LLC Joint Application Under NGA Sections 7(b) and 7(c)

FERC has published notice of a joint application filed by Scout V Hugoton Gathering LP and Pan-Hugoton Gathering Company LLC under Sections 7(b) and 7(c) of the Natural Gas Act. Scout seeks permission to abandon by sale approximately 249.1 miles of 1-inch to 26-inch diameter pipeline and related facilities comprising the West Hugoton System. PHGC seeks a certificate to own and operate the system and requests blanket certificates under Parts 157 and 284 of Commission regulations. The deadline to file motions to intervene or protests is May 6, 2026.

STRL Personnel Demonstration Project Probationary and Trial Period Waiver Amendments

The Under Secretary of Defense for Research and Engineering issued a notice amending Science and Technology Reinvention Laboratory (STRL) Personnel Demonstration Project Federal Register Notices by updating waiver citations for probationary and trial periods. The amendments reflect changes resulting from Executive Order 14284, which repealed Civil Service Rule 2.4 and established Civil Service Rule 11. The 24 designated STRLs across the Air Force, Army, Navy, Marine Corps, and Defense Health Agency are affected. Implementation begins no earlier than April 21, 2026.
