HUD Removes Shelter Plus Care and Supportive Housing Program Regulations
HUD has published a final rule removing regulations for the Shelter Plus Care Program (24 CFR part 582) and Supportive Housing Program (24 CFR part 583) from the Code of Federal Regulations, effective May 20, 2026. These programs were consolidated into the Continuum of Care (CoC) Program following the HEARTH Act of 2009. The rule also makes a conforming amendment to 24 CFR 578.33(d)(1) to remove cross-references to the removed parts.
Insurance Requirements Updated for MFH Direct Loan and Grant Programs
The Rural Housing Service (RHS) has finalized amendments to insurance requirements for Multi-Family Housing direct loan and grant programs under 7 CFR Part 3560. The rule aligns RD insurance coverage types, amounts, and deductibles with affordable housing industry standards. Affected programs include Section 515 Rural Rental Housing loans, Section 514/516 Farm Labor Housing loans and grants, and Section 521 Rental Assistance. This final rule supersedes the proposed rule published October 25, 2023 (88 FR 73245).

CE Requirement: 5 Hours Fair Housing and Agency for 2024-2026 Renewal
The Pennsylvania Real Estate Commission imposed a continuing education requirement for the 2024-2026 renewal period (June 1, 2024-May 31, 2026). Licensees must complete a minimum of 5 hours from the required 14 total hours in Fair Housing (2 hours) and Agency Relationship (3 hours). New licensees renewing for the first time are exempt from this requirement. The Commission voted on this requirement at its July 10, 2024 meeting pursuant to 49 PA Code ยง35.384(b).
Income Calculation and Net Family Assets for Multi-Family Housing Programs
The Rural Housing Service (RHS) has published a final rule amending 7 CFR 3560 to align its annual income certification requirements for Multi-Family Housing (MFH) Section 515 Rural Rental Housing and Section 514/516 Farm Labor Housing programs with the Housing Opportunity Through Modernization Act of 2016 (HOTMA). The rule updates how RHS calculates annual income and net family assets by incorporating revised HUD definitions under 24 CFR 5.609(a) and (b) and 24 CFR 5.603(b). No comments were received on the specific changes, and the rule takes effect April 13, 2026.
