Louisiana Bond Allocation Ceiling Amendment 2026
Louisiana Governor Jeff Landry issued Executive Order JML 26-030 allocating $15,034,454 in 2026 private activity bond volume cap to the Louisiana Housing Corporation for the Franklin Senior Apartments Series 2026 project. The allocation supports acquiring, constructing, rehabilitating, and equipping residential rental housing for low and moderate income individuals and families. The allocation is valid through June 30, 2026.
Governor Landry Opens Third Regular Session, Outlines Priorities
Governor Jeff Landry delivered his third regular session address to the Louisiana Legislature, highlighting accomplishments including $100 billion in economic development, reduced crime rates, improved education outcomes, and lower auto insurance costs. The Governor outlined priorities for the 2026 session including eliminating vehicle inspection sticker requirements, strengthening the LA GATOR scholarship program, aligning workforce systems with economic needs, and advancing judicial reforms.
FLAGS AT HALF-STAFF - SHERIFF WILLIAM EARL HILTON
Louisiana Governor Jeff Landry issued Executive Order JML 26-031 ordering flags at half-staff over the State Capitol and all state buildings on March 27, 2026, from sunrise to sunset, to honor former Rapides Parish Sheriff William Earl Hilton who passed away on March 23, 2026. Sheriff Hilton served in law enforcement for 50 years, including 24 years as Sheriff until his retirement in 2020. This ceremonial action carries no compliance obligations or regulatory requirements for any entity.
Louisiana Has the Second Lowest Electricity Rates in the United States
The American Legislative Exchange Council released its annual Energy Affordability Report, ranking Louisiana second lowest in electricity rates among U.S. states. Louisiana improved 16 rankings in energy affordability from 2023 to 2024, the biggest improvement of any state, with prices decreasing from 10.41¢ per kWh to 8.8¢ per kWh. The improvement is attributed to stable in-state natural gas generation, which accounts for 76% of produced energy in the state.
Louisiana Rural Health Transformation Program
Louisiana Governor Jeff Landry signed Executive Order JML 26-032 establishing the Louisiana Rural Health Transformation Program. The order creates a new Office of Rural Health Transformation within the Louisiana Department of Health to implement the program in partnership with CMS. The initiative targets 1.1 million rural residents across 37 rural parishes, focusing on three pillars: improving population health outcomes, expanding care access, and strengthening system capacity.
