What changed

The SBA Office of Disaster Recovery and Resilience is relocating the Anchorage Disaster Loan Outreach Center (DLOC) from University of Alaska Anchorage to the SBA District Office at 222 W. Eighth Ave., Ste. A-21, Anchorage, AK 99513. The University location will permanently close Friday, April 3, 2026 at noon; the new SBA District Office DLOC opens Monday, April 6, 2026 with operating hours of 8:00 a.m. to 4:30 p.m. weekdays. The Bethel City Hall DLOC continues operating normally.

Businesses, nonprofits, and residents affected by the October 2025 disaster may schedule in-person appointments at appointment.sba.gov or walk in during business hours to receive assistance with Economic Injury Disaster Loan (EIDL) applications. EIDLs are available for working capital needs with interest rates as low as 4% for businesses and 3.625% for PNPs.

by Office of Disaster Recovery & Resilience WASHINGTON — The U.S. Small Business Administration (SBA) announced today the relocation of its Anchorage Disaster Loan Outreach Center (DLOC) from the University of Alaska Anchorage to the SBA District Office beginning Monday, April 6.

SBA opened the DLOC to provide personalized assistance to Anchorage residents, businesses and private nonprofit (PNP) organizations affected by severe storms, flooding and remnants of Typhoon Halong occurring Oct. 8 – 13, 2025.

“When disasters strike, SBA’s Disaster Loan Outreach Centers perform an important role by assisting small businesses and their communities,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the U.S. Small Business Administration. “At these centers, our SBA specialists help business owners and residents apply for disaster loans and learn about the full range of programs available to support their recovery.”

Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov. The University of Alaska Anchorage DLOC will permanently close Friday, April 3 at noon. The SBA District Office DLOC will open on Monday, April 6 with the location and hours of operation as indicated below.

The SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries, and PNPs including faith‑based with financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

Interest rates are as low as 4% for businesses and 3.625% for PNPs with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA determines eligibility and sets loan amounts and terms based on each applicant’s financial condition.

For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

Although the deadline to submit physical damage applications has passed, businesses, small agricultural cooperatives, businesses engaged in aquaculture and most private nonprofit organizations of any size still have until July 22 to return economic injury disaster loan applications to help meet working capital needs caused by the disaster.
