Summary

HB26-1352, sponsored by Representatives Kyle Brown, Rick Taggart and Senators Jeff Bridges, Barbara Kirkmeyer, would change the independent evaluation requirement for Colorado READ Act funding from annual to biennial. The bill maintains the annual student data reporting requirement for local education providers to the Colorado Department of Education while adding a new requirement for CDE to issue annual summary reports. The bill also reduces the appropriation for the early literacy program external evaluation.

What changed

HB26-1352 modifies the Colorado Reading to Ensure Academic Development Act by reducing the frequency of independent evaluations of READ Act money use from annual to biennial. The bill maintains annual READ Act student data reporting by local education providers to the Colorado Department of Education while adding a new requirement for the department to produce annual summary reports including department input on proposed program changes.

For local education providers, this bill reduces evaluation burden by shifting external program evaluations from annual to every two years, while preserving the annual data reporting obligation. The Colorado Department of Education gains a new annual reporting requirement. The bill also reduces state education fund appropriation for the early literacy program external evaluation.
