HB26-1361 Repeals Pay for Success Contracts Program
Summary
Colorado HB26-1361 proposes to repeal the Pay for Success Contracts Program administered by the Office of Economic Development. The bill requires the state treasurer to transfer all money in the pay for success contracts fund and related account to the general fund by June 30, 2026, and repeals the program, fund, and account on July 1, 2026.
What changed
HB26-1361 would eliminate Colorado's Pay for Success Contracts Program, which uses outcome-based contracting for social service interventions. The bill would require the state treasurer to transfer all remaining funds from the pay for success contracts fund and youth pay for success initiatives account to the general fund by June 30, 2026, with the program and fund fully repealed on July 1, 2026.\n\nState agencies, contractors, and organizations involved in pay for success contracting arrangements should monitor this legislation as its passage would terminate existing program structures and require wind-down of related agreements.
