USPS Proposes Changes to Overweight and Oversize Item Fee Application
Summary
The U.S. Postal Service is proposing to amend its Domestic Mail Manual regarding the application of overweight and oversize item fees. The proposed change aims to clarify when the $200 fee will be assessed for items discovered within the postal network, with a proposed effective date of July 12, 2026.
What changed
The Postal Service has issued a proposed rule to revise how overweight and oversize item fees are applied. Currently, a $200 fee is assessed for such items unless discovered and returned at the point of entry. The proposal clarifies that this fee will apply to all paid overweight or oversize items found within the postal network, except for those returned to the mailer during a retail transaction.
This change will impact how the Postal Service handles and charges for non-compliant mail items. While the Postal Service is generally exempt from notice-and-comment rulemaking, it is inviting public comment on these proposed revisions. The proposed effective date for these changes is July 12, 2026. Compliance officers should review the proposed changes and consider submitting comments by the April 24, 2026 deadline.
What to do next
- Review proposed changes to overweight and oversize item fee application.
- Submit comments by April 24, 2026, if applicable.
- Prepare for fee application changes effective July 12, 2026.
Penalties
A $200 overweight or oversize fee must be paid before release of the item back to the mailer or addressee.

Background
The Postal Service maximum weight is 70 pounds, and the maximum dimension is 130 inches in length and girth combined. Overweight
or oversize items should never be entered into the postal network.
Currently, except for an overweight or oversize item that is discovered and picked up at the same facility where it was entered,
the overweight or oversize item is assessed a fee of $200 that must be paid before release of the item back to the mailer
or addressee.
Proposal
The Postal Service is proposing to revise the application of the overweight and oversize fee. Except for overweight or oversize
items that are discovered during a retail transaction and returned to the mailer, all other retail and commercial paid overweight
or oversize items found in the postal network will be assessed the $200 overweight or oversize fee that must be paid before
release of the item back to the mailer or addressee.
The Postal Service is proposing to implement this change effective July 12, 2026.
