Summary

The U.S. Postal Service is proposing to discontinue the mailing of parcels via Priority Mail Express and Priority Mail Open and Distribute services as a published offering. This change would make parcel mailings under these services available only through negotiated service agreements.

What changed

The U.S. Postal Service (USPS) has issued a proposed rule to amend its Domestic Mail Manual (DMM) to discontinue the mailing of parcels using Priority Mail Express and Priority Mail Open and Distribute services. Currently, these services are limited to 5-digit sacks for parcels. The proposed change would remove this as a standard published service, making it available only through negotiated service agreements (NSAs).

This proposed rule is open for public comment until April 20, 2026, with an intended effective date of July 12, 2026. Mailers who currently use these services for parcels will need to review their options, as standard parcel mailings under these services will cease. Businesses relying on these services for parcel shipments should consider entering into NSAs with USPS or exploring alternative shipping methods. The USPS will publish an amendment to 39 CFR part 111 to reflect these changes.

What to do next

  1. Review current parcel mailing practices using Priority Mail Express and Priority Mail Open and Distribute.
  2. Consider negotiating a Service Agreement with USPS if continued parcel service is required.
  3. Submit comments on the proposed rule by April 20, 2026.

5-digit sacks.

The Postal Service is proposing to discontinue the mailing of parcels using Priority Mail Express and Priority Mail Open and
Distribute as a published service. Priority Mail Express and Priority Mail Open and Distribute service will continue to provide
an option for mailers who want to expedite letter or flat mailings to destination postal facilities

made available to mailers

through a negotiated service agreement (NSA).

The Postal Service is proposing to implement this change effective July 12, 2026.

Although exempt from the notice and comment requirements of the Administrative Procedure Act (5 U.S.C. 553(b), (c)) regarding
proposed rulemaking by 39 U.S.C. 410(a), the Postal Service invites public comment on the proposed revisions to Mailing Standards of the United States Postal Service, Domestic Mail Manual (DMM), incorporated by reference in the Code of Federal Regulations.
