A public hearing is scheduled for April 7, 2026.
What changed
Bill H.5279 is a bonding bill that would authorize financing for improvements to municipal roads and bridges throughout Massachusetts. The legislation carries an emergency preamble, indicating the General Court considers immediate action necessary for public convenience. The bill was reported favorably by the Transportation Committee on March 23, 2026, and was subsequently referred to the Joint Committee on Bonding, Capital Expenditures and State Assets.
Municipal officials and transportation contractors should monitor this legislation as it progresses through the bonding committee. The bill represents one of several identical measures (H.53, H.4257, H.4307, H.4987, S.2437) pending in the current session addressing the same financing purpose. If enacted, the bill would establish bonding authority for infrastructure projects, requiring municipalities and contractors to understand the funding mechanism and application process for project eligibility.
What to do next
- Monitor Bill H.5279 progress through the Joint Committee on Bonding, Capital Expenditures and State Assets
- Prepare for potential bonding-funded infrastructure project opportunities if the bill passes
- Review hearing testimony on April 7, 2026 to understand committee priorities and potential amendments
