Kansas Water Fluoridation Policy Briefing Book Details
The Kansas Legislative Research Department published a briefing book summarizing water fluoridation policy following an informational hearing held February 27, 2025 by the House Committee on Water. Testimony was received from proponents (Kansas Dental Association, Oral Health Kansas, Abilene dentist) and opponents (Overland Park dentist, Institute for Biological Dentistry). The document clarifies that water fluoridation is a local decision with no state or federal mandate; Kansas statute KSA 68-171m explicitly precludes state-level requirements. KDHE's Bureau of Water approves fluoride addition systems but states it is neutral on fluoridation. At the federal level, HHS directed CDC in April 2025 to reconvene an independent panel to review fluoridation guidance, and EPA announced its own scientific review of fluoride health outcomes.
Kansas Legislature Bill Summaries 2026 Published Through April
The Kansas Legislative Research Department has published three iterations of the 2026 Legislative Summary: a Preliminary Summary covering bills passed through March 20, 2026 (distributed March 26), a Supplement covering bills passed from March 20 to First Adjournment on March 27, and Supplement II covering bills passed from April 9 through legislative adjournment on April 10, 2026. All documents are available as downloadable PDFs on the KLRD website, with Highlights (major legislation summary) and the full 2026 Summary of Legislation to be distributed at later dates.
Kansas Revises State General Fund Revenue Estimates for FY 2026-2027
The Consensus Estimating Group met on April 20, 2026 to revise the November 13, 2025 State General Fund (SGF) estimates for FY 2026 and FY 2027. The revisions include the estimated impact of all 2026 legislation signed into law thus far. Any legislation affecting the SGF enacted after April 20, 2026 will be quantified in a separate legislative adjustments report. Consensus revenue estimates are based on current federal and state laws and their current interpretation.
