Illinois HB1021: Park District Code Animal Rescue Ticketing
Summary
Illinois House Bill 1021 amends the Park District Code to prohibit park district officials from ticketing or arresting individuals for setting live traps to capture animals for rescue purposes. The bill was introduced in the 104th General Assembly and has undergone committee review.
What changed
Illinois House Bill 1021, introduced for the 2025-2026 legislative session, proposes an amendment to the Park District Code. The amendment specifically states that park district police officers, code enforcement officers, or other authorized officials will be prohibited from issuing citations or making arrests for the act of setting live traps to capture animals with the intent of rescuing them. This provision is intended to override any other conflicting laws.
This legislative change, if enacted, would create an exemption for individuals engaged in animal rescue activities using live traps within the jurisdiction of park districts. Compliance officers for park districts should be aware of this potential change in enforcement policy. The bill is currently in the draft stage, having been referred to the House Rules Committee after committee amendments. Its effective date is stated as immediate upon passage.
