II. OBJECTIVES
Through joint action by the members of the EGTC and their partners, the main aim is to develop uniform standards, viable models and implementable policies to address the causes and effects of the climate crisis so as to protect urban areas against the risks posed by extreme natural phenomena (heat waves; droughts; forest fires, peri-urban fires and urban fires; lightning strikes and dry thunderstorms; torrential rainfall and floods; wind storms; tornadoes; and changes in marine environment conditions), both in urban areas and in natural or man-made environments outside urban areas (where the primary causes of extreme phenomena linked to the climate crisis originate, namely the marine environment, rivers and streams, the countryside, forests, peri-urban industrial zones, etc.), as these have a disproportionate impact on cities and their energy behaviour through phenomena such as prolonged heatwaves and heat islands, which in turn lead to increased energy needs and energy-intensive activities that exacerbate the vicious cycle of CO 2 and other greenhouse gas emissions and climate disruption.
A further aim is to promote common policy methodologies for thematic pillars linked to climate neutrality, including: energy & renewable energy sources; sustainable urban mobility and city logistics; waste management and reduction; urban planning regulations and land use; urban and natural environment; smart cities; and multilevel governance.
In particular, the aim is to mobilise all levels of the public, private, academic and social sectors to promote new types of green policies and investments. This will be done through multilevel governance – an integral part of the Climate Pact, with each climate city contract being implemented through a broad partnership and participatory processes.
In this context, the purpose of the Grouping is to promote and support members’ implementation of the EU’s target to achieve an 80 % reduction in greenhouse gas emissions by 2050 in order to combat climate change and the climate crisis, based on local climate city contracts, in partnership between local and regional authorities and public, private and social partners in members’ cities.
To achieve this objective, members of the Grouping will work together to accelerate their cities’ transition to climate neutrality as well as their digital transformation by 2030, in line with the EU Mission to deliver ‘100 climate-neutral and smart cities’.
The aim of the Mission is to reach the target of 100 climate-neutral and smart European cities by 2030, serving as experimentation and innovation hubs, with the ultimate goal that all European cities will be able to follow suit by 2050.
More specifically, the purpose of the Grouping is to provide scientific and technical support to municipalities, first and foremost to those that are members of the grouping and, secondly, to any municipalities in Greece and Cyprus that express an interest in the exchange of know-how on implementing climate neutrality policies.
This objective will be achieved by setting up a mechanism that supports and complements the municipal services of member municipalities, facilitating the rapid planning and authorisation of projects and integrated plans in areas linked to climate neutrality, including, but not limited to:

| — | sustainable urban mobility initiatives; |
| — | waste management activities; |
| — | urban redevelopment and urban planning regulations; |
| — | generalised urban and peri-urban greening; |
| — | smart city technologies; |
| — | measures to protect against extreme climate crisis phenomena. |
The Grouping’s objectives also include developing and expanding the network’s cooperation with other areas at local, regional, national and international levels through cross-cutting standardisation – methodologies and common standards for member municipalities – for projects and investments aimed at achieving climate neutrality objectives and local climate neutrality pacts for 2030 approved by the European Commission. In this context, municipalities function as contracting authority, managing authority or supervising authority, whether jointly or individually, through programme contracts under Article 100 of Law No 3852/10 on programme contracts and Article 12 of Law 4412/2016 on public contracts between entities within the public sector.
