DHS has achieved results for civil rights and civil liberties by:

  • Providing advice and support for integration of civil rights and civil liberties protections into the Department’s immigration-related activities and policies
  • Ensuring that the Department complies with Constitutional, statutory, regulatory, and other requirements relating to civil rights and civil liberties. CRCL does this by assessing the impact of DHS policies and activities, training DHS personnel, and engaging with diverse communities
  • Leading the Department’s efforts to implement proactive and effective programs for equal employment opportunity and diversity
  • Providing policy advice and training throughout the Department
    • Privacy officials at 68 of the 78 fusion centers have received training, continued technical assistance and support. More than 1,000 fusion center staff and liaison officers have been trained since 2009.
    • Strong privacy and civil rights and civil liberties standards have been incorporated into agency cyber security programs and initiatives. DHS provides specific training on the protection of privacy and civil liberties as they relate to computer network security activities to its personnel. Equal Employment Opportunity (EEO) Reports

No FEAR Act Report

The No FEAR Act Report includes specific information regarding the Department's EEO complaints activity and resulting disciplinary actions, Judgment Fund reimbursements, adjustments to agency budgets to meet reimbursement requirements, as well as an analysis of trends, causation, and practical knowledge gained through experience.

These reports include information regarding the Department’s work to create effective equal employment opportunity programs for employees as required by Title VII and the Rehabilitation Act.

Affirmative Action Plan for the Recruitment, Hiring, Advancement, and Retention of Persons with Disabilities

This plan captures the Department's affirmative action plan for persons with disabilities and persons with targeted disabilities, EEOC regulations (29 C.F.R. § 1614.203(e)) and MD-715 require agencies to describe how their affirmative action plan will improve the recruitment, hiring, advancement, and retention of applicants and employees with disabilities. Each agency shall make the information submitted to the Commission pursuant to paragraph (e)(1) of this section available to the public by, at a minimum, posting a copy of the submission on its public Web site and providing a means by which members of the public may request copies of the submission in accessible formats.

EEOC 462 Annual Federal EEO Statistical Report of Discrimination Complaints

Federal Equal Employment Opportunity Report

This report includes information about the Department’s efforts to recruit, hire, and train a diverse workforce, including minorities and women. These findings are currently tracked by the DHS Office of the Chief Human Capital Officer.

Disabled Veterans’ Affirmative Action Accomplishment Report
