2026 Rulemaking Calendar: 710 Pages, 4.24 MB, Available for Download

The California Office of Administrative Law has published the 2026 Rulemaking Calendar, a 710-page document (4.24 MB) detailing projected rulemaking activities by state agencies for the upcoming year. The calendar is incorporated by reference into the March 27, 2026 edition of the California Regulatory Notice Register, Register 2026, Number 13-Z. State agencies subject to the Administrative Procedure Act are required under Government Code section 11017.6 to submit their rulemaking projections annually, which OAL compiles and publishes. Electronic copies may be requested by emailing staff@oal.ca.gov.

OAL eSubmissions Portal Mandatory April 1, 2026

The California Office of Administrative Law has finalized amendments to its eSubmission of Documents procedures in Title 1, Division 1, Chapter 1 of the California Code of Regulations, approved on February 4, 2026 and filed with the Secretary of State. Beginning April 1, 2026, all actions submitted electronically to OAL must be filed through OAL's eSubmissions Portal; email submissions will not be accepted after this date.

2026 California Rulemaking Law APA Book Available for $8

The California Office of Administrative Law announces that the 2026 California Rulemaking Law under the Administrative Procedure Act book is now available for purchase at $8.00 per copy. The book contains primary statutes and regulations governing rulemaking under the California APA, along with annotations, related statutes, and a comprehensive index. Books can be picked up at OAL's Sacramento office or mailed via USPS; payment must be by check or money order only, with delivery taking 7 to 10 working days after receipt of payment.
