What changed
The California Office of Administrative Law has published the 2026 Rulemaking Calendar, fulfilling the statutory requirement under Government Code section 11017.6 for state agencies to disclose their projected rulemaking activities for the year. The calendar consolidates submissions from all state agencies subject to the Administrative Procedure Act into a single 710-page document. Affected parties — primarily state agency counsel, regulations coordinators, and rulemaking staff — may access the calendar online, through depository libraries, or by contacting OAL directly. The document serves as a planning and transparency tool rather than a compliance obligation generator; it lists anticipated regulatory actions rather than imposing new duties.
